Resolution of Support to Solicit Outside Funding Including the Local Roadway Improvement Program for the 17th Avenue Improvements Project; GallagherKlingbeil CITY OF HOPKINS City Council Report 2025-161 To: Honorable Mayor and Council Members Mike Mornson, City Manager From: Sam Gallagher, Associate Planner & Eric Klingbeil, City Engineer Date: November 18, 2025 Subject: Resolutions Supporting LRIP Grant Funding Application for the Reconstruction of 17th Avenue _____________________________________________________________________ RECOMMENDED ACTION MOTION TO Adopt Resolution 2025-161, supporting the pursuit of 2025 Local Road Improvement Program funding for the 17th Avenue Improvements project. OVERVIEW The segment of 17th Avenue between Excelsior Boulevard to Highway 7 is scheduled to be reconstructed in the near future. The reconstruction of 17th Avenue is included in the 2025-2029 Capital Improvement Plan (CIP) for 2027. Plans are tentative and could move depending on the availability of outside funding. This segment of 17th Avenue is significant in Hopkins’s multimodal network for several reasons, including its potential to establish a connection between the Lake Minnetonka Regional Trail and the cycle track along the new extension of 17th Avenue between Excelsior Boulevard and the Shady Oak Station. Concepts for incorporating a separated bikeway into the reconstruction plans for 17th Avenue were developed in 2018 through a feasibility study funded by Hennepin County Community Works. City Council previously directed staff to conduct robust community engagement efforts for the purposes of informing and further developing the preliminary design of the reconstructed 17th Avenue, and to prepare the City to submit competitive applications for external sources of funding. The City’s applications for LRIP and Regional Solicitation funds in 2023 were not successful in receiving competitive funding. Staff have since conducted additional community engagement to inform the preliminary design and prepare a new LRIP application for competitive funding. Staff have also successfully applied for 17th Avenue to be included in the Metropolitan Council’s Regional Bike Transportation Network (RBTN) to further support pursuits for competitive funding. The purpose of this item is to request resolutions supporting the preparation and submittal of funding applications. SUPPORTING INFORMATION x Bicycle Facility Concept Layouts x Proposed Resolution 2025-066 Planning & Economic Development ENGAGEMENT SUMMARY In 2023, to further inform the preliminary design and prepare the City to submit competitive applications for external sources of funding, Council directed staff to conduct significant community engagement to solicit feedback on three alternatives recommended by the feasibility study. These efforts included mailings, posters, signage, sidewalk decals, social media, in-person pop-up events, one-on-one meetings with property owners, an open house, a community demonstration event, and an interactive website to collect comments and track responses. In 2023 43% of responses recommended the cycle track concept, 31% recommended the multi-use trail concept, 4% recommended on-street bike lanes, 8% recommended either the cycle track concept or multi-use trail concept, and 14% opposed the project. Overall, 87% of responses indicated support for the addition of bicycle facilities on 17th Avenue. In 2025, to prepare the City to submit new applications for external sources of funding, staff conducted additional community engagement to solicit feedback on two alternatives, the multi-use trail concept and the cycle track concept. These efforts included posters, in-person pop-up events at the Fire Station Open House, Twin Cities Bike Ride, and library, and an updated website to collect comments and track responses. Overall, 58% of responses recommended the multi-use trail concept and 41% recommended the cycle track concept. Feedback also included recommendations on adding green space, increasing right of way space for all modes including space for strollers and improving crossings along 17th Avenue especially at the Lake Minnetonka Regional Trail. RECOMMENDED CONCEPT Based on the community input received, an analysis of the scoring criteria for the grant programs, and consideration of options that would be available if the pursuit of external funding sources is successful, staff is recommending that funding applications include the multi-use trail concept. Based on recent community engagement, the multi-use trail concept aligns with community support and offers flexibility in a couple of key and beneficial ways. First, the footprint of the multi-use trail concept has potential to be modified or reduced during final design in ways that could address or mitigate concerns voiced in 2023 about impacts to adjacent trees, yards, and landscaping. Secondly, if an application including the multi-use trail is selected for funding, the terms of the grant agreement would enable the project to be modified to include the cycle track concept prior to initiating final design. However, if a funding application including the cycle track concept is selected for funding, the terms of the grant agreement would make it much more difficult to change from the cycle track concept to the multi-use trail concept. Given the amount time between now and when the final design process would be initiated, as well as the design considerations that have yet to be brought to a final level of detail, staff recommends submitting funding applications that include the multi-use trail option with the understanding that the potential for a cycle track option will continue to be evaluated. PROJECT COSTS AND FUNDING The current estimated project cost for the multi-use trail concept is $9.73 million, this includes construction, indirect costs, and contingencies. The scope includes reconstruction of 17th Avenue, replacement of water main and sanitary sewer systems, improvements to the storm sewer system, construction of a multi-use trail, street lighting, landscaping, and all other appurtenances. Staff has developed a funding plan for the project which involves applying for grants, using State Aid funding, utility funds, and special assessments. The costs and funding sources are summarized in the tables below. Project staff will continue to work with the Finance Director as the project progresses as depending on the grant awards, the funding plan may change. The project team will also continue to seek other sources of outside funding and partnerships with other agencies that could result in cost reductions for Hopkins. FUTURE ACTION If there is agreement on the approach of applying for external sources of funding, the next steps would proceed as follows: x December 2025: o Prepare and submit Local Road Improvement Program (LRIP) application. x Summer 2026: o Receive results of LRIP grant application and report back to the City Council. x Fall 2026: o Prepare and submit Regional Solicitation Program application. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2025-066 RESOLUTION OF SUPPORT TO SOLICIT OUTSIDE FUNDING INCLUDING THE LOCAL ROADWAY IMPROVEMENT PROGRAM FOR THE 17TH AVENUE IMPROVEMENTS PROJECT WHEREAS, the 17th Avenue Improvements project includes the reconstruction of 17th Avenue through the City of Hopkins between Hennepin County State Aid Highway No. 3 (Excelsior Boulevard) and Minnesota State Trunk Highway 7 (TH 7), and will correct poor road surface conditions, improve the underlying infrastructure, fill gaps in the sidewalk network, and install dedicated cycling facilities along the corridor; and; WHEREAS, the 17th Avenue Improvements project provides opportunity to correct deficient roadway conditions, make improvements to utilities, improve the multimodal network, and increase access to the forthcoming Green Line Extension to be located at 17th Avenue and Hennepin County State Aid Highway No. 3; and WHEREAS, the Local Road Improvement Program (LRIP) administered by the Minnesota Department of Transportation makes available up to $1,500,000 to apply towards projects on local roads that are regionally significant, result in safety improvements, address transportation deficiencies, and contribute to economic development; and WHEREAS, the proposed year for project construction is 2027, NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby supports the reconstruction of 17th Avenue through the City of Hopkins between Hennepin County State Aid Highway No. 3 and Minnesota State Trunk Highway 7. NOW THEREFORE BE IT FURTHER RESOLVED, that the City Council of the City of Hopkins hereby supports the City’s pursuit of Local Road Improvement Program (LRIP) funding by authorizing staff to prepare and submit such application.
