O Review of low bid and staff recommendation
The low bidder on this project is Bonine Excavating, Inc.
Their bid of $48,537.50 is much lower than F. F. Jedlicki's
second low bid, and this led staff and the consultant to doubt
the accuracy or even the serious intent of the bid. The
consultant audited all bids and noted corrections where
necessary and the result is noted above. The consultant also
did a thorough reference check of the low bidder to verify a
positive job record. The engineer then consulted with the
contractor about any possible errors in bid preparation and
whether the contractor was serious about performing the work as
quoted. The contractor assured the City his figures were
accurate and that he could honor the bid.
Although staff and the consultant are bewildered in how a
contractor can complete this project for the stated bid and
make a profit, we find it difficult not to recommend aware of
bid to Bonine. Their bid is in order and their work
performance rates positive comments from references. Staff
recommends award of bid to Bonine Excavating, Inc.

Dear Mayor and Council:
We have reviewed and tabulated the twelve bids received for the above project. The low bidder
is Bonine Excavating, Inc. of Elk River in the amount of 548,537.50. Second low is F.F.
Jedlicki, Inc. in the amount of 570,333.00.
Bonine's bid is 30% lcwer than the second low bid, and is less than half of the Engineer's
Estimate. We have contacted Bonine and they have assured us that they intend to honor their
bid and to complete the work within the scheduled time. We have also checked several of
Bonine's references and have received generally positive comments.
We therefore recommend that the City award the project to Bonine Excavating, Inc. in the
amount of 548,537.50.

1996, for Meadowbrook storm sewer improvements, and
WHEREAS, twelve bids were received and the bid of Bonine
Excavating, Inc., in the amount of $48,537.50 is the lowest
reasonable bid,
NOW, THEREFORE, be it hereby resolved by the City Council of
the City of Hopkins, Minnesota, that the Mayor and City Manager
are hereby authorized and directed to enter into a contract with
Bonine Excavating, Inc., for and on behalf of the City
Adopted by the CitysCouncil of the City of Hopkins, Minnesota,
this first day of October, 1996.
