PUBLIC HEARING REGARDING
CABLE TELEVISION FRANCHISE ORDINANCE
Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins City Council order
a .. blic hearin for November 6 1996 concernin the adoption of Or.' ance #96 -790 Cable Television
Franchise Agreement Ordinance and Ordinance #96 -792 Cable Television Regulatory Ordinance.
Adoption of this motion will begin the process of adopting a new cable franchise with Paragon Cable.
Overview
Council Report 96-163
The Southwest Suburban Cable Commission (SWSCC), which consists of the cities of Hopkins, Eden Prairie,
Edina, Minnetonka, and Richfield, have been negotiating with Paragon Cable on a new franchise. The
negotiations are have resulted in a new franchise ordinance and a new regulatory ordinance. The regulatory
ordinance establishes the minimum requirements regarding the granting of cable television franchises. The
aanchise agreement ordinance contains the specific conditions for granting a franchise to Paragon Cable.
‘Iirhese ordinances were reviewed by the SWSCC on August 29, 1996.
The Commission recommended that its member cities adopt the new ordinances subject to Paragon and the
cities agreeing on language concerning Paragon's support of public access. This language has now been
agreed on and the ordinances are ready for review by the various city councils.

• What is the purpose of the public hearing?
State law requires a public hearing for the adoption of a cable television franchise ordinance. The
purpose is to give the public an opportunity to comment on the proposed franchise.

The Hopkins City Council will hold a public hearing on Wednesday, November 6,
1996, at 7:30 p.m. in the Council Chambers of City Hall, 1010 First Street South, to
consider Ordinance 96- 790, Cable Television Franchise Agreement and Ordinance
96 -792, Cable Television Regulatory Ordinance.
