Stadler, Director of Public Works ACCEPT FEASIBILITY REPORT ORDER PUBLIC HEARING FIRST STREET NORTH IMPROVEMENTS PROJECT 96 -13 Staff recommends adoption of the following motion: Move that Council adopt Resolution 96 -83. Resolution ordering public hearing. First Street North Improvements Project 96 -13. This action continues an assessable project for street improvements. The City Council at its August 6 meeting authorized Bolton & Menk, Inc. to prepare a feasibility study concerning street and sidewalk improvements on 1' Street North from 5 Avenue to 17 Avenue. The report is complete and now submitted for Council review and action. o Scope of Proposed Improvements o Public Information - Resident Concerns o Staff Response to Resident Concerns o Assessment Policy - Typical Assessment Costs o Project Budget o Project Schedule Council Report 96 -167 Council Report 96 -167 Page 2 Analysis of Issues o Scope of Proposed Improvements The proposed improvements include: Reconstruct 1" Street North from 10 Avenue to 11 Avenue and from 14 Avenue to 15 Avenue. The street widths would not change from the current 30 feet (11 - 12 Avenue and 14 - 15t Avenue) and 32 feet (10 - 11'" Avenue). Replace the existing concrete vertical curb with concrete curb and gutter on all blocks with the exception of 6th Avenue to 7th Avenue. This block was reconstructed with concrete curb and gutter in 1991. Construct 6' wide concrete sidewalk with a 5 foot boulevard along north side of 1' Street North to provide a continuous pedestrian walkway. The 5 foot boulevard won't be possible along Maetzold Field due to extreme slope down to parking lot. Retain current continuous sidewalk on south side, from 9th Avenue to 14 Avenue, and replace existing substandard sections, as necessary. Edge mill and overlay from 5 to 6th Avenue, 7 to 10 Avenue, 12 to 14 Avenue, and from 15 to 17 Avenue. Remove existing overhead electrical lines from 12 Avenue to 14 Avenue and provide Maetzold Field parking lot lighting. o Public Information - Resident Concerns A Public Information Meeting to present the feasibility report, receive comment and answer questions was held on October 8' More than 300 meeting notice letters were sent to property owners from 5 Avenue to 17 Avenue and from Main Street to 2° Street North. Notices were not sent to businesses fronting on Main Street. Resident concerns included: Not wanting the City to spend State Aid funds on the street so that the City retains complete control of traffic, i.e., ability to restrict truck traffic, future traffic calming measures. Most felt that Main Street businesses should also be assessed for 1' Street North improvements and perhaps others as 1" Street North is used by most Hopkin's residents. Most attendees were against any additional sidewalk. Some concern over decreased property values as a result of spending MSA funds • and installing sidewalk. • Council Report 96 -167 Page 3 A more detailed listing of resident input/concerns is attached to this report - see neighborhood meeting notes. o Staff response to resident concerns Municipal State Aid Fun ' Issue: 1 Street North is a busy street that supports through - traffic and adjacent residential and commercial properties. The Comprehensive Plan's land use plan shows low density residential abutting 17 of the 24 blocks of 1' Street North (5'" Avenue to 17' Avenue), medium density residential abuts 3 blocks and commercial abuts 3 blocks. The City should always try to reduce negative influences on residential neighborhoods. Currently, the level of traffic and use of 1" Street North by the commercial businesses has a negative effect on the Central Hopkins East and West neighborhoods. On the other hand, the City needs certain streets to serve as collector streets and carry the majority of east -west or north -south traffic. The question is: Does 1 Street North need to function as an east -west collector? Looking again to the City's Comprehensive Plan, 1 Street North is not shown as a collector. Yet, there is significant traffic on l" Street. The Comprehensive Plan does show Minnetonka Mills Road east of 5t Avenue and 2 Street NE as a collector. However, most of this segment of road is not designated as a Municipal State Aid (MSA) road. Staff proposes to investigate the possibility of shifting 1" Street North MSA designation to the Minnetonka Mills and 2' Street NE segments. We would hope to have more information and a recommendation prior to a Nov 19 public hearing. It should be noted that removing MSA designation from 1" Street North doesn't impact the scope of this project or the potential assessments. However, It does mean that the City would not be reimbursed for our share of the project costs. Assessing Main Street Businesses: Staff believes that it would be very difficult to show benefit to the businesses fronting Main Street because each has access on the north by the public alley. Therefore, we propose to not include these businesses in the assessment. Sidewalk: Staff believes it is in the City's best interest to have a continuous sidewalk along all major local and collector streets. The overall neighborhood and City benefit of a continuous north side sidewalk outweigh the individual property impacts. Council Report 96 -167 Page 4 o Assessment Policy - Typical Assessment Costs Staff proposes to assess street reconstruction, partial reconstruction (curb replacement) and additional sidewalk costs. The assessment would apply to all properties north to 2e Street North and south to the alley north of Main Street. This complies with the current assessment policy. However, the existing policy doesn't mention how to assess when there is an east -west alley such as the alley just north of Main Street Each assessment area north and south of' a l'` Street North block would be assessed based on the level of improvements necessary on that block, i.e., full reconstruction blocks would result in a higher assessment rate than the partial reconstruction blocks. A table showing a breakdown of typical assessment costs is attached. o Project Budget o Project Schedule • 1996 The current CIP budget for this project is $280,000. The engineer's preliminary estimate is $379,900. The increase is due to the additional work of replacing the existing vertical curb with standard curb and gutter. FAX NO. 6128908065 P.01 City of Hopkins First Street North Neighborhood Meeting Notes 10 -8 -96 ► Residents feel that Main Street businesses should also be assessed for First Street improvements. They say most commercial traffic on First Street stems from businesses along Main and if these businesses are not assessed, they should be restricted from routing their commercial traffic along First Street. They also say that the east -west alley north of Main doesn't separate the Main Street businesses from First Street. In fact, they believe that the one -way function of the alley forces the traffic to use First Street to head in the other direction. ► With the opening of the new movie theater scheduled for Nov. 21, one resident suggested that yet another non - assessable property would be contributing to higher traffic volumes along First Street. Her understanding was that the traffic level along First Street was projected to increase by 5% due to the new theater. ► Most attendees of the meeting felt that releasing the state -aid designation of First Street would allow the city to place restrictions on the street thus eliminating their problem of annoying commercial and high traffic volumes. They questioned the necessity of two parallel truck routes within one block of each other. ► As a more extreme measure, some residents suggested releasing the state -aid designation of First Street and actually closing off the street between 12th and 14th Avenues thus eliminating thru traffic all together. They want First Street to function as a "residential" road, similar to some of the quieter avenues. ► One resident believed a tax increase assessed to the residents a couple of years back was supposedly to be used for future First Street improvements. ► While most of the residents believe that First Street is in need of repair, they do not want a sidewalk to be part of the improvements. • Some residents don't feel there are high enough pedestrian traffic volumes to necessitate any more sidewalk. The city staff indicated that the proposed sidewalk is part of a more vast plan to have continuous thoroughfares through Hopkins for pedestrian and bicycle traffic. ► Residents don't want to maintain the sidewalk during the winter months. The elimination of driveway parking and the proximity of the walk to their houses along with increasing traffic volumes, they feel, contribute the most to this devaluation. Additionally, they feel higher taxes along with lowering property values is absurd. • One resident insisted that if the proposed sidewalk is such a benefit to so many residents of Hopkins, then the assessments should be even more widespread. • Casual talk of a petition against the sidewalk and First Street's state -aid designation occurred between several residents after the meeting. • • • CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION 96 -83 RESOLUTION ORDERING PUBLIC HEARING FIRST STREET NORTH IMPROVEMENTS PROJECT 96 -13 WHEREAS, the City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements on 1st Street North from 5th Avenue to 17th Avenue (Project 96 -13), NOW, THEREFORE BE IT RESOLVED by the City Council of Hopkins, Minnesota: ATTEST: 1. The Council will consider the aforesaid improvements in accordance with the report and the assessment of benefitting property for all or a portion of the cost of the alley improvements pursuant to Minnesota Statutes Chapter 429 at estimated total cost of $379,900 for Project 96-13. 2. A public hearing will be held in the Council Chambers of the City Hall at 1010 First Street South on Tuesday, the 19th day of November, 1996, to consider said improvements. The hearing time is 7:30 p.m. The City Clerk shall give mailed and published notice of said hearings and improvements as required by law.
