APPROVE LANDSCAPING AND LIGHTING DESIGN
COUNTY ROAD 3
Staff recommends adoption of the following motion: Move that Council
approve County Road 3 landscaping and lighting designs as presented by
Hoisington Koegler Group, Inc landscape architects, the City's landscaping
consultant.
Staff has been working with Hennepin County engineers to incorporate
median design, irrigation, sidewalks, retaining walls and fencing into their
project documents. Staff will now present to Council other landscaping
design elements, including: monument design, lighting design and plantings.
These elements will be installed under separate contracts from the Hennepin
County project and will be done following road reconstruction.

Analysis of Issues
• Project Budget
The original landscaping budget estimate was $749,000. The current
estimated costs total $721, 235. This doesn't include an estimated $86,000 to
upgrade lighting along 11` Avenue South from Main Street to County Road
3. The total City costs for County Road 3 improvements including road
construction, landscaping, Grandner property purchase and relocating
overhead electrical lines is $1.7 million This figure doesn't include
approximately $450,000 in sanitary sewer and storm sewer improvements.
• Lighting Installation and Maintenance
Staff will soon negotiate a contract with NSP for the purchase, installation
and maintenance of the County Road 3 lighting.
• Relocating overhead electrical to underground
NSP is currently working on this design. They have proposed to incorporate
our need to relocate underground into an NSP - desired distribution system
upgrade. By so doing, our costs drop from an estimated $400,000 to
$100,000. However, the upgrade would mean extending overhead lines
(similar to those now along the north side of County Road 3) along the
HCRRA trail from the City limits east to 5 Avenue South. The upgrade
would also mean overhead crossings along County Road 3 at 5 Avenue, 11
Avenue, and three between 11 Avenue and Shady Oak Road. Staff has
given NSP a preliminary go -ahead with the combined plan.

Description of County Road 3 Images

This image looks easterly along County Road 3 from 13th Avenue. Note the raised, colored
concrete edge along the medians which set up interesting land forms along the drive lanes. Also
note the pedestrian-scale street lights proposed in a raspberry color. There is a multi-use trail on
the south side of County Road 3 and a sidewalk on the north side.

This image shows the proposed Hopkins monument located at 11 th Avenue. The monument
includes the Hopkins logo with the city name on either side of it so it can be read from both
directions on County Road 3. The material proposed for the logo is reinforced precast concrete.
The "H" has a sandblasted or architectural finish and is integrally colored with the concrete. The
raspberry has a painted or stained finish to achieve the brighter color shown. It would be pre-
manufactured and installed on a foundation at the site.
The lettering for the "HOPKINS" portion of the sign is cut aluminum or steel plate with an
approximate thickness of 3/4 ". The letters would be mounted in a way to make them appear to
be floating in front of the logo panel. The paint finish on the letters is to be either a polyester
powder coat or a polyurethane enamel to minimize future maintenance.
