REGULAR MEETING PROCEEDINGS
TUESDAY, NOVEMBER 18, 2025
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Housing and
Redevelopment Authority was held on Tuesday, November 18, 2025 at 6:30 p.m. in the
Council Chambers at City Hall, 1010 1st Street South.
Board Chairperson Hanlon called the meeting to order with Board Members Brian Hunke,
Ben Goodlund, Aaron Kuznia and Heidi Garrido attending. Others attending included City
Manager Mike Mornson, Assistant City Manager Casey Casella, City Attorney Joe Sathe,
City Clerk Amy Domeier and Finance Director Nick Bishop.
ADOPT AGENDA
Motion by Hunke. Second by Kuznia.
Motion Adopt the Agenda.
Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon.
Nays: None.
PRESENTATIONS
1. High Performer Presentation
Planning and Economic Development Director Kersten Elverum announced that the
U.S. Department of Housing and Urban Development recognized the Hopkins HRA
Public Housing Program as a High Performer.
CONSENT AGENDA
Motion by Garrido. Second by Goodlund.
Motion Approve Consent Agenda.
1. Approve minutes from the October 7, 2025 HRA Meeting.
2. Approve disbursements through October 24, 2025.
3. Approve the resolution authorizing the voiding of reversed HRA checks by the
financial institution.
4. Renewal of general liability and property insurance and authorization to not
waive the statutory liability on the League of Minnesota Cities Insurance Trust
Policy.
Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon.
Nays: None.
