Approval of Minutes of November 18, 2025, Regular Meeting Proceedings; DomeierHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 18, 2025 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, November 11, 2025, at 6:35 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund, Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant City Manager Casella, City Clerk Domeier, Finance Director Bishop, Finance Director Bishop, Community Development Manager Needham, Director of Planning and Development Elverum, City Planner Krzos, Planner Gallagher and City Attorney Sathe. ADOPT AGENDA Motion by Garrido. Second by Hunke. Motion to Adopt the Agenda. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. PRESENTATIONS III.1. Adopt a Proclamation Recognizing Small Business Saturday and Holiday in Hopkins, and the 40th Anniversary of Hopkins Frame and Design; Needham Motion by Hunke. Second by Goodlund. III.2. 2025 Hopkins Community Image Awards; Elverum Director of Planning and Economic Development Elverum presented the 2025 Community Image Awards. CONSENT AGENDA Motion by Garrido. Resolution Approving LG230 Application to Conduct Off -Site Lawful Gambling by Hopkins Youth Hockey Association at the Hopkins Pavilion; Domeier 5. Resolution of Support to Solicit Outside Funding Including the Local Roadway Improvement Program for the 17th Avenue Improvements Project; Gallagher/Klingbeil 6. Resolution Increasing Parking Permit Rates Effective January 1, 2026; Bishop HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 18, 2025 7. Motion carried. NEW BUSINESS VII.1. Resolution Approving a Conditional Use Permit for Short-Term Rental at 29 Van Buren Avenue South; Gallagher Planner Gallagher summarized City Council Report 2025-162. Anthony Yanchuk applied for a conditional use permit to allow short-term rental of their property located at 29 Van Buren Avenue South. The request is to allow short-term rental of both units in the duplex. Mayor Hanlon supported the CUP for this property but asked that staff develop a policy for all short-term rentals. Motion by Kuznia. Second by Garrido. Motion to adopt Resolution 2025-067, approving the Conditional Use Permit application for 29 Van Buren Avenue South to be used for short -term rental, subject to conditions. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. VII.2. First Reading of a Planned Unit Development (PUD) Rezoning Ordinance and a PUD Site Plan for 501 Mainstreet and 15 6th Avenue North; Krzos City Planner Krzos and the developer summarized City Council Report 2025-164. 501 Mainstreet LLC requested approval of a Planned Unit Development (PUD) to allow redevelopment of two properties at 501 Mainstreet and 15 6th Avenue North. The City Council supported the project but shared concerns about parking and ev car set - ups. Mayor Hanlon suggested using the climate solutions funds to accommodate some options. City Attorney Sathe will look into options. Motion by Hunke. Second by Garrido. Motion to adopt Resolution 2025-067 approving a first reading of the Planned Unit Development Rezoning Ordinance and approving the PUD Site Plan for 501 Mainstreet and 15 6th Avenue North with the additional PUD deviations noted by staff regarding EV-ready facilities and surfacing of the 6th Ave Parking area. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. VII.3. Enterprise Fund Budgets and Utility Rate Increases; Bishop Finance Director Bishop summarized City Council Report 2025-167 which included budgets for all Enterprise Funds including Water, Sanitary Sewer, Storm Sewer, Refuse HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 18, 2025 and Pavilion. Rate increases are proposed for the Water Fund (6.8%), Sewer Fund (6.1%) and Refuse Funds (3.5%). Storm Sewer rates would not change. The City Council supported moving towards quarterly utility billing and ensured that there would be communication efforts about the change to the public. Council Member Goodlund asked if there are options for the organics recycling. City Attorney Sathe not ed that the county ordinance requires pick up at each household. The City Council also supported implementing credit card fees and using the storm water surplus towards existing debt. Motion by Goodlund. Second by Kuznia. Motion to Approve Resolution No. 2025-070 Increasing Water, Sanitary Sewer, Refuse Collection, Recycling and Organic Recycling Rates Effective January 1, 2026. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. VII.4. Special Revenue Fund Budgets and Activity Center Budget Review; Bishop Finance Director Bishop requested input on the proposed budgets for special revenue funds. Brief discussion was held about the parking fund and Hopkins Activity Center fund options. PUBLIC COMMENT 5th and Main’s attorney provided public comment on the Footprint Development Project. ANNOUNCEMENTS Mayor Hanlon shared the City Council meeting schedule.
