RECOMMENDED ACTION
MOTION TO adopt for a second reading of a Planned Unit Development Rezoning
Ordinance for 501 Mainstreet and 15 6th Avenue North and authorization for the Mayor
and City Manager to Enter into a Planned Unit Development Agreement.
OVERVIEW
501 Mainstreet LLC (Footprint Development), requests approval of a Planned Unit
Development (PUD) to allow redevelopment of two properties at 501 Mainstreet and 15
6th Avenue North. The proposal includes construction of a four-story, 41-unit apartment
building with related parking, landscaping, and site improvements. The PUD is
requested to allow flexibility from standard zoning requirements, primarily for parking,
setbacks and lot coverage, in exchange for enhanced design, sustainability, and
community benefits.
The Planning & Zoning Commission held a public hearing to review these items and
recommended approval by the City Council on October 28, 2025. The City Council
approved the first reading of the PUD rezoning ordinance, and the PUD Site Plan at the
November 18, 2025 meeting. A full set of the application materials is included in
November 18th Council meeting packet. During discussion of the request, the Council
directed staff and the applicant to explore additional offsets for the requested deviations
from zoning standards. Staff and the applicant discussed a commitment of $5,000 as
credit for residents for rideshare as a means to offset the reduction to off-street parking
in line with Council’s direction.
Should the City Council approve the second reading of this ordinance, the City Attorney
will prepare a Planned Unit Development Agreement to be executed by the Mayor and
City Manager. The PUD Agreement outlines the terms and conditions that are
applicable to the project. The PUD Agreement, together with the PUD rezoning
ordinance, and PUD site plan finalize the land use approvals for the project.

TO RX-D, RESIDENTIAL-OFFICE MIX DOWNTOWN CENTER WITH A PLANNED
UNIT DEVELOPMENT
THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS
FOLLOWS:
1. That the following described premises is hereby rezoned from RX-D, Residential-
Office Mix Downtown Center to RX-D, Residential-Office Mix Downtown Center
with a Planned Unit Development.
2. The property to be rezoned is legally described as All of Lot 5, and the South 110
feet of Lot 6, Auditor’s Subdivision No. 242, Hennepin County, Minnesota; and Lot
6, Block 4, West Minneapolis Second Division, and the South 50 feet of the North
162.2 feet of Lot 3, Auditor’s Subdivision No. 242, Hennepin County, Minnesota.
