CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, October 21, 2025, at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant
City Manager Casella, City Clerk Domeier, Finance Director Bishop, Special Projects and
Initiatives Manager Imihy, Finance Director Bishop, Fire Chief Specken, Deputy Fire Chief
Wenshau, Community Development Manager Needham, Director of Planning and
Development Elverum, Police Captain Kreiling and City Attorney Riggs.

Motion by Hunke. Second by Garrido.

III.3. Shady Oak Station Area Development Strategy Update; Needham
Community Development Manager Needham requested feedback on the Shady Oak
Station Area Development Strategy Update. Brief discussion was held about a pedestrian
bridge, event space and youth programming, municipal boundaries, zoning modifications
attention to art, vehicle parking and micromobility options.

PUBLIC HEARING
V.1. Resolution for Hearing on Proposed Assessments and Adoption of
Assessment Roll for 2025 Miscellaneous Assessments; Bishop
Finance Director Bishop summarized City Council Report 2025-156. The proposed
special assessments are for delinquent utility bills, citations and invoices. Unpaid amounts
relate to the period from June 1, 2024, through May 31, 2025.
Mayor Hanlon opened the Public Hearing at 7:20 p.m.
Motion by Goodlund. Second by Kuznia.
Motion to Close the Public Hearing.

Nays: None. Motion carried.
The Public Hearing closed at 7:21 p.m.

Motion to Adopt Resolution 2025-065 for Hearing on Proposed Assessments and
Adoption of Assessment Roll for 2025 Miscellaneous Special Assessments.

NEW BUSINESS
VII.1. Resolution Accepting a Staffing for Adequate Fire and Emergency Response
(SAFER) Grant through U.S. Department of Homeland Security for $1,459,383 to the
City of Hopkins; Specken
Fire Chief Specken and Deputy Fire Chief Wenshau summarized City Council Report
2025-149. The Hopkins Fire Department has been awarded a SAFER Grant to enhance
staffing levels and improve operational readiness. The grant will support the department’s
transition toward a sustainable full-time staffing model that meets NFPA 1720 standards
and the “2 in/2 out” firefighter safety standard.
Discussion ensued regarding the financial models to meet NFPA 1720 models, short- and
long-term projections, department turnover, impact on future tax levy projections, one-

time reductions and on-going reductions, options for a fund balance policy increase, a
dedicated fund for future budgeting, training savings and equipment savings.
Motion by Hunke. Second by Kuznia.
Motion to approve Resolution 2025-060 accepting a Staffing for Adequate Fire
and Emergency Response (SAFER) Grant through U.S. Department of Homeland
Security for $1,459,383 to the City of Hopkins.
