APPROVE CHANGES IN CONSULTANT FEE MEADOWBROOK STORM SEWER
Proposed Action
Staff recommends the following motion: Move that Council
authorize chances in the consultant fee as it concerns the
Meadowbrook Storm Sewer Proiect.
Overview
City Council approved an agreement with RCM Associates for
engineering services concerning the Meadowbrook Storm Sewer
Project. Specifically, lump sum fees of $10,900.00 for final
design and bidding and $5,000.00 for construction inspection were
approved. The scope of the project has been altered somewhat to
include more storm leads and structures and additional time for
consultant site inspection has been called for. The engineer
requests modest increases in the fee structure to cover his
additional costs.
Primary Issues to Consider
o Expanded project scope
Late in the design phase, and once approval of storm sewer
routing through Interlachen Golf Course had been approved,
it became obvious that the design route could accommodate
an additional storm lead from the Meadowbrook Road
cul -de -sac. It was deemed prudent to add this segment to
the project to preclude a return to the neighborhood in
the future with a disruptive and probably costly project.
o Construction inspection
The original fee for site inspection was based on the
premise that city staff could carry out the field duties.
Because of the late start on this project, City staff was
already committed to gathering field data for the 1997
in -house alley projects and it was necessary to call on
the consultants to provide the inspection services.
o Costs
The engineer's attached letter provides detail on
justification for the increased fee request. The
consultant is requesting an additional $2,000.00 for final
design and bidding services and $4,000.00 for inspection
work.
o Recommendation
Staff feels it made reasonable decisions in altering the
project scope and meeting the needs for inspection. The
amount requested is fair and staff recommends approval of
the supplement to the engineering services agreement.

Construction Phase
RE: Supplement to Engineering Services Agreement
Meadowbrook Area Storm Sewer
RCM File No. 10350.00
RCM is pleased to provide this proposed supplement to the engineering services agreement for
design and construction phase services related to the Meadowbrook/Tnterlachen Park storm
sewer upgrade.
Additional engineering services are required during the Design and Construction Phases due to
changes in the project scope as outlined below.
Final Design and Bidding Phases
An additional segment of stone sewer was added to the project. The new segment extends north
from the main storm sewer to drain the cul-de -sac at the end of Meadowbrook Road. This
change required additional surveying and design, and preparation of an additional plan sheet.
Because of this change we request that the Lump Sum fee for Final Design and Bidding be
increased by $2,000.00, to $12,900.00.
Our Engineering Services Proposal dated April 11, 1996 was based on the assumption that a
City employee would be assigned to the project as on -site Resident Project Representative. The
City has since requested RCM to furnish a Resident Project Representative. This change, in
addition to the extra storm sewer described above, will require an increase in engineering fee.
We request that the not -to- exceed amount for Construction Phase services be increased by
$4,000, to a new total of $9,000. This amount includes up to 100 hours of on -site resident
observation.
