CR 96-208 Approve Residential Street Improvements• December 12, 1996 Overview. Council Report 96 -208 APPROVE 1997 RESIDENTIAL STREET IMPROVEMENTS Proposed Action. Staff recommends adoption of the following motion: Move that Council approve non - assessable 1997 residential street improvements, as proposed by City staff. The original 1997 Residential Street improvement program included reconstruction of select streets in the Interlachen neighborhood and mill /overlay of several streets in the central Hopkins area. The reconstruction work was deferred until Council could review and approve residential street reconstruction policy. Staff would like to proceed with the mill and overlay improvements in 1997. If approved, this work would be included with the 1' Street North Improvement project. The City's consultant engineer, Bolton & Menk, Inc., would make minor additions to the plans and specifications to incorporate the mill/overlay streets. These streets were selected based on our Pavement Management Program's report on street surface condition and underlying pavement strength. These streets are in the 35 - 55 range in pavement condition index and they still have adequate underlying base or subgrade strengths. They aren't in good enough condition for seal coat but there lives can still be significantly extended with a relatively inexpensive 2" asphalt overlay. • Public Information. A notice was sent to residents along these streets as part of the public information process in developing the 1997 - 2001 Capital Improvement Plan - A few attended the August 8 public information meeting. Residents will continue to be involved as we progress with design. Of course, notifications of construction schedule will be given to all abutting residents. • Project Scope /cost. The project will include edge milling at the concrete gutters and a 2" asphalt overlay the entire width of the streets. There will be provisions in the contract to replace any failed curb and gutter, storm sewer inlets, alley aprons, or driveway aprons. The estimated project cost is $100,000. nR a 2 04 I: 2nd 4 . Proposed 1999 reconstruction includes: 12th and 13th Avenues from Second Street South to Mainstreet and First Street South from 11th Avenue to 13th Avenue. Justification: Pavement Management analysis shows a minimum $300,000 street improvement commitment (sealcoating, mill /overlays, reconstruction) to maintain current overall street conditions and backlog. The numbers assume a 70% assessed and 30% general city share of costs for reconstruction projects and 100% city costs for sealcoat and mill /overlay projects. Sealcoat project costs budgeted in street maintenance budget. Costs for sanitary sewer and water main reconstruction are not shown.
