AUTHORIZE REBIDDING

Proposed Action.
Staff recommends the following motion: Move to adopt Resolution No.
91-04. Resolution Authorizing Rebidding For An Alley Underqround
Electrical utilities Improvement~
This action reopens a project that was previously tabled by reason of
rejection of bids.

Council authorized plans and specifications for an alley underground
utility project. Plans were drawn up with a target construction date
of fall 1990 in mind and a bidding phase was authorized by Council.
Bids were opened September 10, 1990, and only one bid was received.
Since this single bid exceeded the project budget, staff recommended
that the bid be rejected and that rebidding be held at a later date .
Council concurred with this recommendation.

Analysis.
o What is the scope of this project?
original plans called for a single project that encompassed placement
of public utilities underground in alleys between 7th and 9th Avenues
south of Mainstreet and between 8th and 9th Avenues north of
Mainstreet. Project costs have been re-evaluated and staff recommends
that emphasis should be placed on improvements south of Mainstreet.
Bids taken now for a second time should be focused on this area and an
alternate bid should be taken on that phase north of Mainstreet. An
alternate bid in combination with the prime bid may not exceed the
project budget.
Prime bid (work south of Mainstreet) costs are projected as follows:
NSP Construction $ 26,300.00
City contractor $244,500.00
Engineering $ 19.500.00
~ TOTAL $290,300.00
This estimated total is well under the project budget of $400,000.
NSP and the City's contractor will provide trenching and installation
of distribution cables underground along the alleys and to the owners
buildings. The City's contractor will rewire the customers' services
to NSP transformer locations.
with a revised construction timetable, staff is in the process of
redrafting construction agreements with the various property owners.

RESOLUTION NO: 91-04
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE READVERTISING FOR BIDS - ALLEY UNDERGROUND
ELECTRICAL UTILITIES, PROJECT 90-05
WHEREAS, pursuant to a resolution passed by the Council on
February 6, 1990, plans and specifications for the
construction of underground electrical utilities in the
alleys between 7th and 9th Avenues south of Mainstreet
and between 8th and 9th Avenues north of Mainstreet have
been prepared by Toltz, King, Duvall, Anderson and
Associates, and they have presented such plans and
specifications to the Council for ap~roval.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA:
1- Such plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered placed on file in the office of
. the City Clerk.
2. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction
Bulletin an advertisement for bids upon the making of
such improvement under such approved plans and
specifications. The advertisement shall be published
twice, at least three weeks before date set for bid
opening, shall specify the work to be done, shall
state that bids will be received by the clerk until
10:00 a.m., on the 8th day of February, 1991, at the
City Hall and that no bids shall be considered unless
sealed and filed with the clerk and accompanied by a
certified check or bid bond payable to the City of
Hopkins, Minnesota for 5% of the amount of such bid.
3. The clerk and city engineer are hereby authorized and
instructed to receive, open, and read aloud bids
received at the time and place herein noted, and to
tabulate the bids received. The Council will
consider the bids, and the award of a contract, at
the regular City Council'meeting of February 19,
1991, in the Council Chambers.
