CR 06-031 Preliminary Plat-Marketplace & Main CiTY OF March 1, 2006 m HOPKINS Council Report 06-31 PRELIMINARY PLAT - MARKETPLACE AND MAIN Proposed Action. Staff recommends the following motion: Move to adopt Resolution 06-18. approvmg a preliminarv plat for the Marketplace and Main Development. At the Zoning and Planning meeting, Mr. Aarness moved and Mr. Skiermont seconded a motion to adopt Resolution RZ06-6, recommending approval of a preliminary plat for the Marketplace and Main Development. The motion was approved unanimously. Overview. Hopkins Honda has moved to the former Knox site. This relocation will remove the entire Honda line from downtown Hopkins. The site on Fifth and Mainstreet will become Hopkins Dodge. The area occupied by Honda on Sixth and Seventh Avenues will be available for redevelopment. The applicant, The Cornerstone Group, is proposing to redevelop the Hopkins Honda area on the north side of Mainstreet. The area is an odd shape that presents challenges in the redevelopment of the sites. The triangular area on the north side of Mainstreet between Sixth and Seventh Avenues would be a row of five townhomes. The area where the old Honda showroom was located and the area to the north will be a retail/condo building. The last area used by Honda along Eighth Avenue would be another row offoUT townhomes. The existing parcels are divided into several lots. The proposed plat will be two separate parcels. Primary Issues to Cousider. · What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? . Do the lots meet the zoning requirements? · What are the specifics of the plat? · Does the proposed plat meet the subdivision requirements? · Will a park dedication fee be required? · What was the discussion at the Zoning and Planning meeting? The zoning of the property is B-3, General Business. In order for this development to occur the property will have to be rezoned to PUD; this would allow flexibility in the uses and site development. The Comprehensive Plan has designated this site as Commercial. The base zoning will remain. . Do the lots meet the zoning requirements? A lot in the B-3 district is required to have a minimum size of 3,000 square feet. The parcels have an overlay ofPUD which allows flexibility in the zoning requirements. . What are the specifics of the plat? The lots will be combined into two parcels. There will be one parcel for the five townhomes and the second for the condos and the four townhomes. · Does the proposed plat meet the subdivision requirements? The plat as proposed meets the subdivision requirements. . Will a park dedication fee be required? A park dedication fee will be required. The fee will be collected when the building permit is issued. · What was the discussion at the Zoniug and Planning meeting? Ms. Anderson reviewed the proposed preliminary plat. Ms. Anderson stated that the property would be two lots, one for the five townhomes and the second for the condos, retail and four townhomes. No one appeared at the public hearing regarding this item. Alternatives. 1. Approve the preliminary plat. By approving the preliminary plat, the applicant will be able to construct the development as proposed. 2. Deny the preliminary plat. By denying the preliminary plat, the applicant will not be able to construct the development as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: R06-18 RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF A PRELIMINARY PLAT FOR MAINSTREET AND MAIN WHEREAS, an application for a preliminary plat SUBD06-1 has been made by The Cornerstone Group; and WHEREAS, the procedural history of the application is as follows: 1. That an application for a preliminary plat was made by The Cornerstone Group, on January 27,2006; 2. That the Hopkins Zoning and Plaoning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on February 28, 2006: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and NOW, THEREFORE, BE IT RESOLVED that the application for a preliminary plat SUBD06-1 is hereby approved based on the following Findings of Fact: I. That the preliminary plat meets the subdivision requirements. 2. That the preliminary plat meets the zoning requirements. BE IT FURTHER RESOLVED that application for preliminary plat SUBD06-1 is hereby approved based on the following conditions: 1. That the alley is vacated. 2. That the site plan is approved. 3.
