Council Report: 91-47 P K \ ~ i f ADOPTION OF RESOLUTION 91-27 AUTHORIZING THE SUBMITTAL OF THE HENNEPIN--CC\UNTY 1991 YARD WASTE REBATE APPLICATION Proposed Action. Staff recommends adoption of the following motion: "Move to adopt Resolution No. 91-27 authorizing the submittal of the Henne~in County 1991 Yard Waste Rebate Application." Overview. The ci ty of Hopkins has a program which collects yard waste from residential properties in the City Service area on a weekly basis from -- April 15 through October 30. The yard waste is collected and debagged at the collection point into rear load refuse trucks. The yard waste collected is temporarily stored at our gravel pit site, located at 3100 County Road 73, and arrangements are made each year to have the material hauled and landspread. By handling our yard waste in this manner we qualify for a Yard Waste Rebate from Hennepin County. This rebate is funded by monies given to ." Hennepin county from the SCORE bill legislation. In 1990 the rebate amount that Hopkins received was $31,483.00. This year, as a requirement of the rebate application, municipalities are required to adopt a resolution approving the submittal of the Yard Waste Rebate Application. A copy of the resolution must be submitted to the County before they will process the application. Primary Issues to Consider o Is adoption of this Resolution in the best interest of the City of Hopkins? The County is requiring this resolution as a part of the grant application process. The city of Hopkins' yard waste management program has been successful in increasing our total waste abatement percentage and provides a service to residents in our city service area. Funding for this program prior to 1990 was through general funds and the refuse utility fee. The 1990 Yard Waste Rebate amounted to $31,483.00 and helped us to avoid an increase in the Refuse utility fee. The County is projecting that we will receive the same rebate amount in 1991. WHEREAS, Board Resolution 90-2-31Rl and 90-2-32Rl outlined the intent of the County yard waste composting program for 1990; and WHEREAS, To date, no yard waste transfer sites have been identified and permitted by any municipality, BE. IT RESOLVED, That the Hennepin County yard waste composting program for 1990 will be organized as follows: 1. All material coming into a County operated site must be in bulk form; no bags will be allowed. 2. The County will charge $30 per ton if scales are available or $10 per cubic yard for yard waste coming into the County system. 3. The County will operate a compost site in Hassan and charge haulers for the material delivered. The site will be in operation from April 2 - May 31, 1990. 4. The County will contract with one or more farmers for the landspreading of yard waste. The County will have personnel at each designated landspreading site to record the cubic yards of material ./ delivered. Haulers will be charged on the basis of recorded material delivered. S. Cities opting to manage the composting or landspreading of their yard waste without County involvement will be eligible for a rebate from the County. This rebate will correspond to the portion of the solid waste tip fee paid by the city's residents for yard waste . composting, and is based on a calculated rate of $1.90 of the $95.00 tip fee. ~chedule A ~~tacned) shows the amounts which cities may be eligible to receive under this policy. 6. If a city selects and permits a yard waste transfer site, the city will operate the site. The County will transport the material to a County-identified landspreading or composting site and charge the city for the material at the $30 per ton or $10 per cubic yard rate, depending upon availability of a scale at the site. CITY OF HOPKINS RESOLUTION NO. 91-27 AUTHORIZING THE SUBMITTAL OF THE HENNEPIN COUNTY 1991 YARD WASTE REBATE APPLICATION WHEREAS, Pursuant to Minnesota Statue 115A.551, by December 31, 1993, each county in the metropolitan area will have as a goal to recycle a minimum of 35 percent (35%) by weight of total solid waste generation, and each county must develop and implement or require political subdivisions within the county to develop and implement programs, practices, or methods designed to meet its recycling goal; and WHEREAS, Hennepin County Resolution 90-3-299 outlined the intent of the County yard waste composting program for 1990; and WHEREAS, Resolution 90-3-299 provided that cities opting to manage their own composting programs would be eligible for a County rebate; and WHEREAS, Resolution 90-3-299 states that a city will be eligible for a rebate if it has its own compost site or yard waste transfer site with arrangements for disposal from the transfer site; and . WHEREAS, Resolution 90-9-819 resolves to continue to provide rebates to municipalities for local management of yard waste in 1991; and WHEREAS, the city of Hopkins has opted to manage its own yard waste transfer site with arrangements for disposal from the transfer site in 1991; and WHEREAS, the city of Hopkins desires to receive this County Rebate; THEREFORE BE IT RESOLVED, that the City of Hopkins, city council authorizes the submittal of the Hennepin County, 1991 Yard Waste Rebate Application.
