MAINSTREET RECONSTRUCTION
APPROVE PLANS & SPECIFICATIONS
ORDER BIDS
Proposed Action.
Staff recommends the following motion: Move that Council adopt
Resolution 91-31. Resolution Approving Plans and Specifications and
Ordering Bids - Mainstreet Reconstruction.
overview.
The City Council at its regular September 18, 1990 meeting began
conducting what eventually developed into a series of public hearings
concerning the reconstruction of Mainstreet. On November 6, 1990, the
Council ordered a project as recommended in option 5 Revised in the
feasibility report. Westwood Professional services was designated
design engineer. That consulting firm has prepared the plans and
specifications and presents them now for Council approval. Staff also
seeks authorization to continue to the bidding phase.
Primary Issues to Consider.
o Should the plans be accepted as presented?
Westwood Professional Services will present the plans to the
Council for approval. These plans, with certain revisions
. and refinements from their last reviewal at the council Work
Session of March 12, are Westwood's recommendations to the
best and most feasible method of reconstructing Mainstreet.
Staff recommends accepting the plans as proposed and
ordering bids on the project.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
MAINSTREET RECONSTRUCTION, PROJECT 90-04
AND AUTHORIZING THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on
November 6, 1990, plans and specifications for
reconstruction of Mainstreet from 5th Avenue to Shady
Oak Road, better known as Option 5 Revised, have been
prepared by Westwood Professional Services and they
have presented such plans and specifications to the
Council for approval.
NOW THEREFORE BE IT RESOLVED by the City Council of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered placed on file in the office of
the City Clerk.
2. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin
an advertisement for bids upon the making of such
. improvement under such approved plans and
specifications. The advertisement shall be published
twice, at least ten days before date set for bid
opening, shall specify the work to be done, shall state
that bids will be received by the clerk until 2 p.m.,
on the 12th day of April 1991, at the city Hall and
that no bids shall be considered unless sealed and
filed with the clerk and accompanied by a certified
check or bid bond, payable to the city of Hopkins,
Minnesota for 5% of the amount of such bid.
3 . The clerk and city engineer are hereby authorized and
instructed to receive, open, and read aloud bids
received at the time and place herein noted, and to
tabulate the bids received. The Council will consider
the bids, and the award of a contract, at a special
city Council meeting of June 25, 1991, in the Council
Chambers.
