PETITION FOR TRAFFIC CONTROLS
HIAWATHA AVENUE
Proposed Action:
staff recommends the following motion: Move that Council
authorize an engineer's study concerning parking restrictions on
Hiawatha Avenue from Cambridge Street to 400 feet south.
Overview
The engineering department has received a petition for the
installation of uno parking" signs on both sides of Hiawatha
Avenue from Cambridge Street to approximately 400 feet south.
primary Issues to Consider
0 What is City policy concerning such petitions?
Once a request or petition is received by the engineer, he shall
convey that request to the Council and seek authorization to
conduct a study if desired. The Council shall receive a report
from the engineer and at its discretion decide on action to be
taken.
. 0 What are the alternatives?
1. Council can honor the petition without benefit of a study
and order installation of signs as requested.
2 . Council can order a study that more thoroughly addresses
issues raised in the petition.
0 What is staff's recommendations?
staff recommends that a study be conducted for the following
reasons:
1. Staff needs time to more adequately examine the issue of
congestion caused by canoer' scars. More thorough
examination could be made later in April.
2 . Staff should verify with examination of police reports and
actual night visits the problem of litter, parties, and
revenge tactics.
3. Staff feel placing traffic controls now without benefit of
study has implications for the proposed Mark Z. Jones
property. In all fairness to Mr. Jones the same reviewable
process placed on his development should come into play
concerning traffic controls. i

. Petition For Signs
No parking at any time on both sides of Hiawatha Avenue from Cambridge Street south to
curve on Hiawatha Ave. which includes fIrst 3 houses on Hiawatha Avenue at the north
end, addresses 517, 511 and 505.
REASONS:
Parking and eating lunches day and night from local fast food establishments,
leaving left over food, wrappers, beverage containers on avenue in bushes and yards.
Parking and drinking parties, with loud radios, dancing in yards on avenue,
urinating on avenue in yards, male as well as female, car and trunk doors closing, racing
engines, fowl language.
Left overs include liquor containers, beer and pop cans. Containers found in our
yards as far as our front door step. Didn't call police for fear of revenge.
Cars parking on Hiawatha A venue while they go canoeing for hours on Minnehaha
Creek which interferes with entering and exiting to and from our drive way.
We also get overflow parking from Lindees saloon.

. POLICY #7-C
REQUESTS FOR TRAFFIC CONTROLS
l. PURPOSE
1.01 The City receives requests from time to time for additional or modified traffic con-
trol measures. This policy is intended to outline pOlicies and procedures dealing with
those requests.
2. REQUESTS
2.01 Requests for traffic controls should be made in writing to the City of Hopkins. The
requests should detail the types of controls desired, problems with the cu rren t
controls, if any, and any additional information needed to explain or justify the
request.
2.02 If the request is made to a staff member, the request should be forwarded to the En-
gineer. The Engineer shall prepare a memo to the Council indicating the request.
The Council should consider the request and authorize an Engineers study if desired.
2.03 The Engineer, if so authorized, shall prepare an Engineers Report to the Council indi-
cating the current status of conditions. The level of justification of improvements,
. the cost of providing improvements and recommending action on the request.
2.04 The Council upon receiving the report shall have discretion to ultimately decide on
the action to be taken and so instruct staff.
2.05 Upon Council action, an official response to the requester shall be drafted by the En-
gineer and forwarded to the requester.
