The dog park and Central Business District trail extension are two initiatives that the
Park Board is interested in pursuing. They requested that both proposals be presented
to and discussed with City Council for consideration. Both items were discussed by the
Park Board at their January 23, 2006 meeting.
Hopkins DOQ Park
Fenced, urban dog parks have become increasingly popular in the past 5+ years. The
Park Board originally considered a dog park in 2003 but decided to pursue it within the
City of Minnetonka park system through the Hopkins-Minnetonka Joint Recreation
Board. It was subsequently dropped by the HMJRB. At the November 21, 2005 Park
Board meeting the Board received a citizen request that they consider opening a dog
park in Hopkins. See the attached draft minutes of the January 23, 2006 Park Board
meeting.
A recent Minneapolis Star Tribune article (Feb 11) expressed the increasing popularity
of dog parks in the metro area. Dog parks have become a place for both dogs and dog
owners to socialize. The nearby Eden Prairie dog park at 7171 Flying Cloud Drive is a
popular site. Staff believes that a dog park in the Valley Park area would also be
popular with many Hopkins dog owners. The Valley Park area seems a reasonable site
as there is an open area available adjacent to the archery range and there is ample
parking with the parking lane along Westbrook Way.
Some of the city actions required if we were to open a dog park are:
- Notify potentially affected property owners/residents of the city plan. If the
Valley Park site were chosen these areas would include the 9-Mile Cove residents,
Meadowcreek Condominium owners and Park Valley residents.
- Modify the current archery range by moving the target bales 60 feet south and
shortening the range to 60 yard maximum.
- Install 6' chain link fence, estimated cost $10,000 based on 1,000 ft offence
(one acre site).
- Post signs with park rules and etiquette
- Amend the Capital Improvement Plan to include this new 2006 project - funds
are available in the Park Dedication Fund (current balance: $97,600).
- Place and service refuse containers and provide doggie bag dispenser.
- Provide handicapped access to the park
Staff and Park Board members look.forward to discussing this proposal with the City
Council.
Central Business District Trail Extension
The Park Board would like to find a way to better connect the northern segment of the
SWLRT trail that currently runs into the CBD from the north and terminates at 8th
Avenue between Mainstreet and 1st Street North, with another regional trail, either the
Cedar Lake Trail or the SWLRT south of Excelsior Boulevard.
One possibility is to connect the downtown trail to the Cedar Lake Trail via on-street
bike lanes from the 6th Ave/Mainstreet intersection. The difficulty in the CBD is that
street widths don't safely allow for dedicated bike lanes and on-street parking and there
is not sufficient right-of-way width for off-street multi-purpose trails.
The 2006 Excelsior Boulevard streefscape project will improve the safety and visibility
of the 8th Avenue pedestrian crossing at Excelsior Blvd. Also, there will be a short trail
connection leading to a new kiosk with signs (along the segment of 8th Avenue south of
Excelsior Boulevard) to draw the attention of trail users to the relatively short 8th Avenue
connection to the downtown and north segment of the trail. However, this connection
doesn't provide a dedicated bike lane or trail connection.
If the north segment of the trail is extended to the southeast along the north edge of the
MarketPlace and Main redevelopment, it could be terminated at the 6th
Avenue/Mainstreet intersection area. It might be possible to acquire public easement in
this intersection area for bike racks and a bench. This would require the Cornerstone
Group to reduce the size of their proposed urban garden area.
Staff and Park Board members look forward to discussing this proposal with the City
Council.

Steve Stadler updated the Board. A site plan showing potential impact on the Depot site from a
light rail transit bridge over Excelsior Boulevard was finally obtained from Hennepin County.
The site plan shows some encroachment along the south edge of the property but it doesn't
appear to significantly impact the function of the parking lot or preclude continuing to work with
Three Rivers Park District on site improvements. A meeting is being set up with Three Rivers to
further refine potential improvement plans and timing.
E. Park hours on Independence Day holiday
There was a request through City Council that the Park Board consider allowing extended
evening park hours on this holiday to allow residents to view fireworks displays from the parks.
Steve Stadler stated that there would be no signage changes. The city would notify residents via
the Hopkins Highlights of the extended hours on this one night and the Police Dept. would not
enforce the 10 pm closure time at any of the parks. The Board decided that the closure time on
the evening of July 4 would be II :00 pm.
Robert Edmonds moved approval for the extended hours, Kari Kyllo seconded and the motion
carried on a 4-0 vote.
Hopkins Dog Park L
This item originally came to the Board at the November 21, 2005 meeting as a citizen request
from two residents in the Westbrook Patio Homes/Meadow Creek Condominium area. Several
Board members were interested in looking into establishing a city dog park.

Steve Stadler presented information from an Eden Prairie dog park located at 7171 Flying Cloud
Drive and a potential location adjacent and just north of the archery range in the Valley Park
area. He stated the cost to fence the approximately 120' x 300' area is $10,000 based on several
price quotes from fence contractors.
Kari Kyllo stated that she's spoken to several of her neighbors and that all are in favor of a
Hopkins dog park. Steve Stadler reported that he spoke with users at the Eden Prairie site and
they said the dog park is very popular and it's not unusual for there to be 20-30 dogs and owners
using the park after work on weekdays. There was some discussion on the possibility of
requiring registration and charging a permit fee for dog park use. This would create some
revenue and also help ensure that dogs in the park are properly licensed and vaccinated. The
City of Minneapolis runs their dog parks in this manner. Steve Stadler thought that dog owners
willing to take their dog to a park would most likely be responsible, self-policing users and
perhaps a permit system and the associated administration and enforcement was not necessary.
As with the Eden Prairie park, rules and etiquette could be posted on signs at the entrance. The
Board felt that dog parks have become popular and are much-appreciated by residents in many
cities. There was some discussion on different ways that city residents could express support for
establishing a dog park, including responding via email or mail to a Hopkins Highlights and/or

Sun Sailor notice. Steve Stadler suggested and the Park Board was in favor of requesting that
this item be placed on an upcoming City Council Worksession. Steve Stadler said he'd try to get
it on the February 28 work session.
G. Central Business District Trail Connection
Chairperson Josh Montgomery requested the Park Board consider opportunities for continuing
the north segment of the regional trail within the central business district and extending it to
either the Cedar Lake Trail or the south segment of the SWLRT trail just south of Excelsior
Boulevard. The timing is good as the MarketPlace Two redevelopment is projected to begin in
late 2006 and the project borders along the south side of the HCRRA right-of-way which extends
from the current trail terminus at 8th Avenue N between Mainstreet and 1st Street North. An
option could be to extend the existing trail within the HCRRA ROW to the 6th
Avenue/Mainstreet intersection and then continuing with on-street bike lanes to the Cedar Lake
Trail just east of the Highway 169 bridge over 2nd Street NE. The Board approved moving this
traillbikelane plan to an upcoming City Council work session for further discussion with City
Council. Steve Stadler said he'd attempt to get this item on the February 28 work session along
with the dog park discussion.
Kari Kyllo had another commitment and excused herself from the meeting at 8:50 pm.

User Etiquette

. Don't bring a sick dog to the OLA.
. Dog handlers must have a leash available for each dog at all times.
Any dog exhibiting aggressive behavior must be leashed and removed
immediately.
. Dog handlers must closely supervise their dog and be within view.
Children under age 12 cannot supervise dogs,
. Dogs must be under voice or whistle control at all times,
. Maximum of two dogs per handler.
. Don't leave human garbage, food, food wrappers, cigarette butts
where dogs can reach them,
. Where provided, humans must stay off agility equipment.
. Properly socialized and trained dogs make better pets and better
visitors to the park. Train your dog in basic obedience.
. Children must be supervised at the OLA:
. Do not allow running or screaming, Many dogs are not raised
with children, A child who runs or screams can trigger a dog's
herding or prey instinct Le, chasing or biting,

can create competition, Children may be caught in the middle.

FIRST TIME USERS SHOULD VISIT THE AREA AT NON-PEAK TIMES
Peak times are Monday - Friday, late afternoon until dark.
Saturdays and Sundays are busy by 9:30 a.m.
The first visit can be a little stressful for both you and your dog.
Ease the stress that first time by going when the park isn't so busy.
OBSERVE THE POSTED PARK RULES
Both Battle Creek and Rice Creek have posted park rules (which are also

Park users must comply with those rules for the safety of everyone and every
dog!

Leashed dogs may feel threatened and growl or bark when off-leash dogs greet
them,
KEEP WALKING
This keeps the off leash area neutral territory.
PICK UP POOP
This is the single most important thing you can do to help ensure the ongoing
success of these areas.
We need to pick up after our dogs and even pick up a few extras!
Many dedicated ROMPers do regular poop patrol -- one or two laps around
conscientiously looking for orphan poops and collecting them. If you do
this, you not only leave the site looking better than how you found it, you
also model responsible behavior for the other dog owners. Try not to poop
patrol alone. Rather, enlist a fellow dog owner to hold a Byerly's bag open
for you while you pick up and pop the poops in the bag. Once you've taught
another dog owner to poop patrol, they are much less shy about calling out
"Do you need a bag?" or "Whose golden retriever is taking that dump over
there?" when they see a poop about to be ignored.
If you need a bag, take what you need from the bag dispenser box, but please
bring some extra bags to share next time you come.
Always pick up after your dog, even outside the off-leash area.
BE AWARE THAT DOGS HAVE DIFFERENT PLAY STYLES
Educate yourself on dog behavior. Ask questions-. A behavior that concerns
you may simply be a rambunctious play style.

Once you and your dog get to the dogpark, it's tempting to
just stand back and watch all the activity. But everybody Will
have a much more rewarding time if you observe some basic
rules. Dogparks aren't a right, they're a privilege. - please
don't let bad behavior ruin things for everyone else.
Never leave your dog unattended.

Always keep your eye on your dog. Mischief can happen
quickly,
Always clean up after your dog. Most parks have poop bags
or scoopers, so use them. This is a primary reason that .... --_.~. ~... ~.....
dog parks get complaints, so pay attention and pick up the poop.
Make sure your dog is current on her shots and has a valid license.
Don't bring dogs younger than 4 months to a dog park. They won't have had all the necessary I
that allow them to play safely with other animals.
Don't bring a female dog in season. Spayed/neutered animals are recommended.
Don't bring more than three dogs. It subjects parks to overuse, and if they're not your dogs, YI
have fu II control over them.
Keep your dog on-leash until you get to the off-leash area. This IS not just respectful to other
it's much safer for your dog.
If your dog becomes unruly or plays rough, leash him and leave immediately.
If you must bring children to a dog park, supervise them closely.

this item be placed on an upcoming City Council Worksession, Steve Stadler said he'd try to get
it on the February 28 work session,

G, Central Business District Trail Connection I
Chairperson Josh Montgomery requested the Park Board consider opportunities for continuing
the north segment of the regional trail within the central business district and extending it to
either the Cedar Lake Trail or the south segment of the SWLRT trail just south of Excelsior
Boulevard, The timing is good as the MarketPlace Two redevelopment is projected to begin in
late 2006 and the project borders along the south side of the HCRRA right-of-way which extends
from the current trail terminus at 8th Avenue N between Mainstreet and 1st Street North, An
option could be to extend the existing trail within the HCRRA ROW to the 6th
A venuelMainstreet intersection and then continuing with on-street bike lanes to the Cedar Lake
Trail just east of the Highway 169 bridge over 2nd Street NE, The Board approved moving this
traillbikelane plan to an upcoming City Council work session for further discussion with City
Council. Steve Stadler said he'd attempt to get this item on the February 28 work session along
with the dog park discussion,
Kari Kyllo had another commitment and excused herself from the meeting at 8:50 pm,
