RESOLUTIONS APPROVING PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT FOR BIDS
PROJECT 90-20 CAMPBELL ADDITION
PROJECT 90-23 CAMPBELL ADDITION
Proposed Action.
Staff recommends the following motion: Move that Council adoot
Resolutions 91-17 and 91-18. Resolutions approvinq Plans and
Specifications for Campbell Addition and Campbell Drive Street
Reconstruction and Authorizing the Advertisinq for Bids.
Overview.
The city Council at its regular November 6 and December 11, 1990
meetings conducted public hearings concerning the reconstruction of
Althea Lane, Herman Terrace, Herman Court, and Campbell Drive. The
Council authorized the two projects to proceed with plans and
specifications to be drawn up. Westwood Professional Services has
prepared those plans and a public information meeting with the
affected neighborhoods has been held. Staff now seeks authorization
to continue to the bidding phase.

Analvsis.
0 Should the plans be accepted as presented?
Westwood Professional services, the consultant engineer for the
project, will present the plans to the Council. These plans are their
recommendations to the best and most feasible method of reconstructing
Althea Lane, Herman Terrace, Herman Court, and Campbell Drive.
Although residents on Campbell Drive specifically petitioned for a
storm sewer to address drainage problems at the intersection of
campbell and Minnetonka Mills Road, the engineer was able to design a
project that does not encompass such a request in the strict sense.
The design calls for cross gutters at Campbell Drive and Althea Lane
with sufficient grade to carry runoff along the north boulevard of
Minnetonka Mills eastward to an intercepting catch basin and a pipe
system that connects with existing storm sewer in Herman Terrace. The
eng ineer is confident of his design but has prepared an alternative
design for the councils consideration. This alternative costs in
excess of $30,000 over the engineer's recommendation.
. Some of the smaller neighborhood boulevard trees will need to be
relocated to avoid conflict with the proposed concrete curb.
Replanting techniques are such that this poses no major problems.
A neighborhood information meeting was held February 11 and most
residents appeared to react favorably to the plans. Staff recommends
accepting the plans as proposed.

AND AUTHORIZING THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on

Herman Court and the installation of curb and gutter and
storm sewer have been prepared by Westwood Professional
Services and have presented such plans and
specifications to the Council for approval.
NOW THEREFORE, BE IT RESOLVED by the City Council of Hopkins,
Minnesota:
1- Such plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered placed on file in the office of the
city Clerk.
2 . The city Clerk shall prepare and cause to be inserted in
the official paper and in the Construction Bulletin an
. advertisement for bids upon the making of such
improvement under such approved plans and specifications.
The advertisement shall be published twice, at least ten
days before date set for bid opening, shall specify the
work to be done, shall state that bids will be received
by the clerk until 10:00 a.m., on the 27th day of March
1991, at the City Hall and that no bids shall be
considered unless sealed and filed with the clerk and
- accompanied by a certified check or bid bond, payable to
the city of Hopkins, Minnesota for 5% of the amount of
such bid.
3 . The clerk and city engineer are hereby authorized and
instructed to receive, open, and read aloud bids received
at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids, and
the award of a contract, at the regular City Council
meeting of June 18, 1991, in the council Chambers.
