ADOPTION OF RESOLUTION 91-14 AUTHORIZING THE SUBMITTAL
OF THE 1991 HENNEPIN COUNTY RECYCLING GRANT APPLICATION
Proposed Action.
Staff recommends adoption, of the following motion: "Move to adopt
Resolution No. 91-14 authorizinq the submittal of the 1991 Hennepin
county Recyclinq Grant Application."
Overview.
The Ci ty of Hopkins began a source-separated curbside" recycling
program on February 1, 1989 in response to County and Metropolitan
council mandates. In order to aid cities in funding their recycling
programs, Hennepin County developed a Funding Assistance Policy for
source-Separated Recyclables. This policy requires that each
municipality, applying for funding assistance, adopt a resolution each
yeqrapprovingthe submittal of the grant application. A copy of the
resolution must be submitted to the County before they will process
the application.
. A similar procedure was followed in 1989 with Council Report No. 89-
32, which affirmed the city's commitment to recycling. They are now
again requiring this process be followed in 1991 as part of the
Funding Assistance Policy for source-separated Recyclables. The
resolution proposed was adapted from a sample developed by Hennepin
County.

of Hopkins?
The city of Hopkins' recycling, program successfully achieved the
abatement goals required to receive 80% funding from Hennepin County
in 1989 and 1990. Funding received in 1989 was $99,824.34 and is
projected to be $115,454.36 for 1990. The 1991 estimated funding
amount, if the 16% abatement level required for 80% funding is
achieved, is $120,994.64. The County is requiring this resolution as a
part of the grant application process.

The_purpose of this letter is to inform you about the:
0 1990 Final Report form;
0 Revised 1991 Funding Policy reflecting Board resolutions;
0 1991 County-city contract; )
0 Standards for c~ty source reduction plans;
0 Required language for inclusion in city-hauler contracts;
0 Sample resolution for city adoption of 1991 grant application; and
Enclosed is the 1990 Hennepin County Final Report form for the Municipal
Source-Separated Recyclables Program. The report is due February 28, 1991.
If the total reimbursement requested for the year exceeded the amount in your
1990 contract, a letter requesting an amendment to your contract must be
submitted with the Final Report. The letter must state the reasons for and
amount of the cost overruns.
. Enclosed is the 1991 contract between the County and the city. The new
contract requires each city to establish a separate fund for recycling that .
includes no other activities (Section 1.,a., (8). The 1991 contract also
requires cities who sub-contract with private companies for recycling services
to include certain language in its contract with the private recycler. That
language appears in the enclosed memo to you from our attorney.
The standards for reviewing the city's source reduction plan are enclosed.

for correction. We expect the plans to be submitted by April 1, 1991.

The City Council must adopt a resolution approving submittal of your 1991
....., Grant Application. Enclosed is a sample resolution which you can use if your
council has not yet adopted a resolution. The resolution does not have to be
submitted by, January 15 with your 1991 Grant Application but must be submitted
before we can write a contract with you.

RESOLUTION NO. 91-14
AUTHORIZING THE SUBMITTAL OF THE 1991 HENNEPIN COUNTY
RECYCLING GRANT APPLICATION
WHEREAS, Pursuant to Minnesota Statue 115A.551, by December 31,
1993, each county in the metropolitan area will have as a goal to
recycle a'minimum of 35 percent (35%) by weight of total solid waste
generation, and each county must develop and implement or require
political sUbdivisions within the county to develop and implement
programs, practices, or methods designed to meet its recycling goal;
and \
WHEREAS, Pursuant to Minnesota Statue 115A.552, counties shall
ensure that residents have an opportunity to recycle; and
WHEREAS, Hennepin County Ordinance 13 requires each city to
implement a recycling program to enable the County to meet its
recycling goals; and
WHEREAS, the County has adopted a Hennepin County Funding
Assistance, Policy for Source-Separated .Recyclables on September 11,
1990, to distribute funds to cities for the development and
. implementation of waste reduction and recycling programs; and
WHEREAS, to be eligible to receive theSe County funds, cities
must meet the conditions set forth in the "funding policy"; and
WHEREAS, the city of Hopkins desires to receive these County
funds;
THEREFORE, BE IT RESOLVED, that the city of Hopkins, city Council
authorizes the submittal of the 1991 Hennepin County Grant Application
for Municipal Source-Separated Recyclables;
BE IT FURTHER RESOLVED, that as a condition to receive funds
under the Hennepin County Funding Assistance Policy the, City of
Hopkins agrees to implement a waste reduction and recycling program as
commi tted to by its submission of the 1991 Hennepin County Recycling
Grant Application and that the city will use such County funds for the
limited purpose of implementing the, City's waste reduction and
recycling program.

Proposed Action
Staff recommends the adoption of the followIng motion: Approve Resolution
89-14 "Affirming the City of Hopkins' Commitment to Increase the Percentage
of Source-Separated RecyclinQ."
Overview
Hennepin County adopted a resolution on Harch 15, 1988 which states,
" ...municipalities which have not achieved at least 10~ residential source-
separation of household waste, excluding yard wastes, by Hay 1, 1989 wIll
have imposed upon the residences of that community mandatory source- '
separation, with the County exercising its legal power to bill that city
for 100% of the source-separation program costs..." (Resolut. 88-3-168)
On December 8, the County Board voted to extend the deadline for aChieving
10% source separation to December 31, 1989.
In response to this mandate, the City of Hopkins has committed Itself to
establish recycling programs which will achieve the 10~ source-separation
goal. For example, beginning February 1, 1989, over 2700 residents in
. Hopkins will have the opportunity to have their separated recyclable
materials conveniently collected at the alley or boulevard by a contracted
recycling collector. In April the City will begin a special pilot
collection program for an additional 270 residents using the City's
Automated Collection Vehicles. In June the City plans to expand the
program to townhouse neighborhoods, providing collection service for an
additional 600 residents.
The proposed resolution is a formal declaration which states the City's
commitment to achieve thel0~ recycling goal.

A resolution would be an effective means of showing Hennepin County that
the City of HopkIns supports and fully intends to achieve the County's : .'
recyclIng goals. If the proposed resolution were adopted, copIes would be
sent to the County Commissioners and staff. In addition, a resolution
would be an effective means of communicating to the resIdents that the City
is serious about recycling and will provide programs which will encourage
and facilitate source-separation.

RESOLUTION NO. 89-14
AFFIRMING THE CITY OF HOPKINS' COMMITMENT TO INCREASE THE PERCENTAGE OF
SOURCE-SEPARATED RECYCLING
WHEREAS, the Metropolitan Council, by State Statute, has established a
source-separation goal of at least sixteen percent (161.) for Hennepin
County; and
WHEREAS, Hennepin County, in order to achieve that goal, has established a
source separation goal for municipalities to recycle 101. of the residential
waste stream consisting of a minimum three types of materials including
paper, glass and cans by December 31, 1989; and
WHEREAS, the City of Hopkins is committed to achieving the source-
separation goals established by Hennepin County; and
WHEREAS, the City of Hopkins recognizes the necessity for increasing it's
recycling efforts in order that a larger percentage of the City's waste
. stream be diverted from landfills or other solid waste disposal facilities;
NOW, THEREFORE, BE IT RESOLVED, that the City of Hopkins hereby affirms its
commitment to increase the level of abatement of the City's waste to
achieve Hennepin County's 101. goal by December 31, 1989 through increased
source separated recycling activity; and
BE IT FURTHER RESOLVED, that the City of Hopkins hereby affirms its
commitment to provide convenient and cost-efficient recycling programs
which will provide the residents of Hopkins with the opportunity to reduce
the amount of refuse they produce by recycling. Currently, the programs
provided by the City include weekly collection for residents in single
family to tri-plex unit dwellings, a drop off center for residents and
small businesses not serviced by the collection program, separate yard
waste and brush collection, and a special spring clean up collection
program; and
BE IT FURTHER RESOLVED, that the City staff be directed to expand current
recycling program efforts to include convenient and cost-efficient
recycling collection to townhouses, condominiums and apartment buildings;
and
BE IT FURTHER RESOLVED, that the City staff continue to work closely with
private recycling efforts, encouraging such activity to increase the level
of abatement of the City's waste stream.
