Staff recommends the following motion: Move that Council adopt Resolution 91-15. Resolution Approvinq Plans and Specifications for 17th Avenue Maintenance Reconstruction and Authorizinq Advertisement for Bids. Overview. The City Council at its regular February 20, 1990, meeting authorized the 17th Avenue project to proceed and plans and specifications to be drawn up. The consultant engineer has prepared those plans and staff now seeks authorization to continue into the bidding phase. . RCM Associates, Inc., the consultant engineer for the project, will present the plans to the Council. These plans are their recommendation as to the best and most feasible method of reconstructing 17th Avenue. The engineer concludes that the existing pavement section need not be removed. Reconstruction encompasses replacement of bituminous patches and damaged concrete panels, replacement of sagged curb sections, repair of damaged catch basins, and crack sealing. No sidewalk construction is anticipated except for installation of pedestrian ramps where needed. Diamond grinding of the concrete has been offered as an option in the proposal. This is a construction technique used ordinarily on high speed concrete roadways to enhance rideabili ty. The engineer has concluded that eliminating this feature could save $40,000 in construction costs and shorten the construction schedule by 1 1/2' . weeks. Some repairs of sanitary sewer immediately north of County Road 3 are anticipated. This may force the closure of 17th Avenue to traffic for the duration of the sewer main repair. Staff recommends that the plans be accepted. o How will the project be funded? Funding is assumed to come from MSA allotments, although the city has the option of assessing a portion of the repair costs to abutting properties. staff recommends the former source of funding and that sidewalk pedestrian ramp construction be ,funded through the Public Works street maintenance budget. Sani tary sewer repairs should be funded through utility revenues. The engineer estimates this project to cost $288,300. o How will traffic control and parking on the street be managed? In terms of safety, liability, and meeting the project timetable, the engineer recommends that ~17th Avenue be closed except for local traffic. Shady Oak Road, 12th Avenue and 5th Avenue would be utilized as alternate north-south routes. Local parking would still be . available to residents although spaces may shift from one side of the roadway to the other as construction progresses. Residents may experience limited or no access to their driveways but never over an extended period of time. ; ~ .. . CR: 91-39 Page 3 Construction is planned to commence the first week in May at County Road 3 and progress northward to T.H. 7. At an absolute minimum the project must progress at least from County Road 3 to First street North by the opening of the Raspberry Festival on June 20. The engineer, however, anticipates completion of the entire project by June 20. An informational meeting for the residents is planned for Monday, March 4 at 7 P.M. . . " . , . Hennepin County, Minnesota RESOLUTION NO: 91-15 RESOLUTION APPROVING PLANS AND SPECIFICATIONS 17TH 'AVENUE MAINTENANcE RECONSTRUCTION, ,PROJECT 90-03 S.A.P. 132-349-03~ AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, pursuant to a resolution passed by the Council on February 20, 1990, p1ans and specifications for 17th -Avenue maintenance reconstruction have been prepared.by RCM Associates, Inc. and have presented such plans and specifications to the Council for approval. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA: 1. Such plans and specifications, a copy of which are attached hereto and made apart hereof, are hereby approved and ordered placed on file in the office of the ,City Clerk. 2. The. city Clerk shall prepare and cause to be inserted . in the official paper and in the Construction . ',', ' Bulletin, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at.least.ten days before.dateset for bid opening, shall specify the work .tobe done, shall state that bids will be received by the clerk until 10:00 a.m., on the 9th day of April, .1991, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and the award of a contract, at the regular city Council meeting of April 16, 1991, in the Council Chambers. Adopted this 19th day of February, 1991. ..., Nelson W.
