COMPENSATION FOR RESERVISTS
Proposed Action
Staff recommends that the Council approve the following motion: Move
that the Hopkins city Council approve Resolution #91-24 authorizing
supplemental pay for city employees who are members of the reserves
and are called UP to active duty.

Sergeant Dave Hafermann has been called up for active duty. There are
several other members of the reserves who could be called to active
duty. These individuals and their families face not only the
inconvenience and possible dangers resulting from active duty but also
a cut in pay and benefits.
. The military salaries are less than the salary that the city pays.
The families may also lose access to the medical plan that they are
currently in.
A number of governmental units are attempting to aid these individuals
by making up the difference between their military pay and their city
pay as well as providing health insurance for their families.

Primary Issues to Consider
o How will this benefit be paid for?
The city will actually be saving money when sergeant
Hafermann is on active duty. The city would pay part of
the money that Sergeant Hafermann would have received had
he not been called up.
o What other governmental units have adopted this policy?
Eagan, Eden Prairie, and Fridley have already passed
similar resolutions. The state of Minnesota and Hennepin
County are considering it.
o Why put a time limit on this benefit?
During this time of budget constraints is it difficult to
make an open ended commitment. If Sergeant Hafermann is
only gone for several months the city will not replace
him. The city will therefore have the money available to
. supplement his military pay. Should he be gone for
several years, the city would have to hire an additional
sergeant.
Staff recommends putting a six-month time limit on this
benefit. Should any city employees still be on active
duty after six months, staff would bring this Resolution
back before the council for a possible extension.

RESOLUTION NO. 91-24
A RESOLUTION PROVIDING ASSISTANCE TO CERTAIN EMPLOYEES OF THE
CITY OF HOPKINS WHO ARE CALLED TO SERVICE DURING THE CURRENT
CONFLICT BETWEEN IRAQ AND THE UNITED STATES AND ITS ALLIES
WHEREAS, the United States of America and its allies are involved in conflict with IraJ
which has necessitated the involuntary call-up to active military duty 0
members of the National Guard, the Military Reserve, and persons retired
from military service; and
WHEREAS, persons so called to active military duty frequently suffer from a reduction of
their wages and benefits, thus bearing a disproportionate share of the burden
of the present conflict; and
WHEREAS, the President of the United States has called upon all citizens to support the
men and women of our military forces who are involved in the present
. conflict;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins that
the following assistance be provided to employees of the City of Hopkins who are regularly
employed for 30 hours or more per week and who are called involuntarily to active military
service during the present conflict with Iraq:
1. In addition to the requirements of Minnesota Statutes Section 192.26 and
following the fulfillment of any of the City's obligations therein, for a period not to
exceed six (6) months from the first day of lost employment by the City directly due
to such involuntary call to active military service, the City shall pay the difference
between the employee's total military compensation and the regular wages which
the employee otherwise would have received form the City.
2. The City shall additionally pay the employee an amount equivalent to the
city's contribution for health, life and dental insurance for that employee.
BE IT FURTHER RESOLVED that this resolution shall take effect upon passage by the
City Council of the City of Hopkins.
