KNOLLWOOD STREET RECONSTRUCTION CONTINUATION OF PROJECT Proposed Action. staff recommends the following motion: Move that Council authorize staff to continue discussions with the Knollwood Association concerninq street reconstruction in the Knollwood neiqhborhood. Overview. At its regular meeting on February 6, 1990, Council passed a resolution ordering a street improvement in Knollwood. The council specifically ordered the project with a roadway width of twenty feet without curb and gutter, with parking restrictions, with preservation of as many trees as possible. The city's consultant engineer worked closely with the neighborhood association in developing preliminary plans and considerable engineering time was expended. By April 1990, the council was considering changes in the Roadway Improvements Policy #7D. Indeed, Council took action to eliminate any city cost participation in roadway reconstruction. This clouded discussions of a street project in Knollwood, and the neighborhood association with concurrence of City staff tabled any further discussions until such time Council made a complete review of the roadway policy and made specific policy revisions. ~ In August 1990 Council formally adopted a revised roadway policy and the Knollwood Association began circulating a new project petition in September. Mr. Randy Engel, Knollwood Association president, lS confident that the residents will approach the City again by March or April with a formal request for a project. According to MSA Statutes, a project contract must be awarded within one year of the time a project was ordered. Because that anniversary date falls on February 6, 1991, and no contract has been awarded, let alone formal plans and specifications developed, a second public hearing will need to be conducted concerning this project. Primary Issues to consider. o Why this Council action? The Knollwood project is one ln limbo that needs time to get on track again. Discussions with Mr. Newman indicate the neighborhood is still interested in reconstruction of streets. staff's position is that the streets are in dire need of replacement. Authorization for staff to proceed simply keeps this project from being abandoned. o Project timetable? staff envisions a public hearing by this summer, plan approval ~ by December, a bid opening in February 1992, assessment ,., hearing by April and construction beginning in June 1992. r9zr'V',"V jLn"jl~ James Gessele, Engineering superintendent
