C I T Y o F HOP KIN S MEMORANDUM DATE: January 28, 1991 TO: city Council FROM: Nancy Anderson SUBJECT: Second Reading for moratorium on adult oriented businesses This is the seconded reading for a moratorium on adult oriented businesses. The existing zoning ordinance does not define or regulate adult oriented businesses. The moratorium will provide time to draft an ordinance that regulates theses types of uses before they become a problem in Hopkins. The Council's action is to approve ordinance 91-671 for . second reading and order the ordinance published. . --- , , . CITY OF HOPKINS Hennepin county, Minnesota ORDINANCE NO. 91-671 AN ORDINANCE ESTABLISHING A MORATORIUM ON ADULT-ORIENTED BUSINESSES WHEREAS, the City of Hopkins has adopted Ordinance No. 515- 570 approving a zoning ordinance. WHEREAS, it has been determined that it is necessary for the health, safety, and welfare of the residents of the city of Hopkins to study and consider an amendment to this ordinance regarding adult-oriented businesses; and WHEREAS, Minnesota State Statute 462.355 subd, 4 allows a city to adopt an interim ordinance when undertaking a study to revise the zoning ordinance by amendment. NOW THEREFORE, BE IT ORDAINED by the city of Hopkins, Minnesota, 4It Effective upon adoption of this ordinance, a moratorium shall be imposed upon the approval of all adult-oriented businesses. This moratorium shall be for the purpose of allowing the city of Hopkins to study and consider an amendment to the zoning ordinance regarding adult-oriented businesses and shall expire on February 18, 1992 or upon the enactment of a zoning amendment concerning this matter, whichever comes first.
