THEATER PROJECT
STORM SEWER AND PARKING LOT IMPROVEMENTS
ProDosed Action.
Staff recommends the following motion: Move that Council adoot
Resolution 91-40. Resolution AccelJtinq Plans and Soecifications and
Authorizinq Bids. Storm Sewer and Parking Lot Improvements. city
proiect 91-03.
Overview.
site plans for a theater at the former Bursch's Restaurant location
place the new building in conflict with an existing city storm sewer
system. council at its March 5 meeting authorized RCM and Associates
to draw up plans for the reconstruction of the storm sewer,
installation of a new system at the south end of the site, and
upgrading of the adjacent parking lot. RCM has completed these plans
and the next step is to enter the bidding phase.

Analysis.
0 What are the proposed storm sewer improvements?
Proposed is the installation of new sewer in the alley north of the
present Bursch building, abandonment of an existing 36" sewer
immediately north and in the alley east of the present building,
installation of new storm sewer in the parking lot, and installation
of new sewer from the existing structure at the Hopkins Plaza
Apartments to 8th Avenue South. The estimated cost with overhead is
$59,000.

Parking lot improvements are summarized as follows:
Lighting - poles, fixtures, underground electrical installation
Bituminous reconstruction - 2" overlay
Curbs - in parking lot and on 7th Avenue
Sidewalk - replacement where necessary

The estimated cost for parking lot improvements with overhead is
$78,000.
0 what is the estimated cost and what are the funding sources?
The total estimated cost for this 2 segment project is approximately
$137,000. This includes overhead costs. The developer will assume
40% of the storm sewer engineering and construction costs not to
exceed $ 30 , 400 ;; The engineering costs of $6,340 through the bidding
phase,will split 60% City and 40% developer. The City'S portion of
the project cost is to be funded by TIF movies.
0 What commitments by the developer are necessary?
The developer will have had to complete acquisition of the Bursch
building by May 7 in order for award of bid to proceed. Any delays
would cause negative impact on the Mainstreet project.

RESOLUTION NO: 91-40
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
STORM SEWER AND PARKING LOT RECONSTRUCTION, PROJECT 91-03,
AND AUTHORIZE THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on March
5, 1991, plans and specifications for reconstruction of
storm sewer at the vacant Bursch's Restaurant site have
been prepared by RCM Associates, Inc. and they have
presented such plans and specifications to the Council
for approval,
NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered place on file in the office of the
City Clerk.
2. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin
. an advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published
twice, at least ten days before date set for bid
opening, shall specify the work to be done, shall state
that bids will be received by the clerk until 10:00
a.m. , on the 1st day of May, 1991, at the City Hall and
that no bids shall be considered unless sealed and
filed with the clerk and accompanied by a certified
. check or bid bond, payable to the city of Hopkins,
Minnesota for 5% of the amount of such bid.
3. The clerk and city engineer are hereby authorized and
instructed to receive, open, and read aloud bids
received at the time and place herein noted, and to
tabulate the bids received. The Council will consider
the bids, and the award of a contract, at the regular
City Council meeting of May 7, 1991, in the Council
Chambers.
