Overview.
Bids were received and opened on May 1, 1991, for a storm
sewer project at the Bursch Restaurant site. six bids were
received and are tabulated below. The low bidder is G.L.
Contracting.

RCM Associates, Inc. has checked the bids and reviewed the
qualifications of G.L. Contracting. This is an established
firm in the community and the city has worked with them on a
regular basis for utility construction. G.L. contracting
has the experience and equipment to complete the project.

Analysis.
o what is the status of theater construction at the site?
It appears improbable that the developer can arrange
financing for redevelopment of the Bursch site prior to the
need for a decision on a storm sewer project.
o Should a storm sewer project be ordered without the
benefit of redevelopment?
staff recommends a storm sewer project for the following
reasons:
.
1. By doing a storm sewer project now only within
public right-of-way and more specifically in the
alley between 7th and 8th Avenues south, the City
forestalls the loss of underground electrical
conduit (work done under Project 90-05). The storm
sewer would be installed in advance of placement of
the electrical underground utilities.
2. This project would enhance development potential for
the Bursch Restaurant site.
3. A storm sewer project would alleviate flooding
problems at Hopkins Plaza and also provide for
future storm sewer extensions that would further
ameliorate a drainage problem identified for
corrective work in the current CIP.
4. TIF funds are available now to underwrite the costs,
whereas currently the storm sewer utility is hard
pressed for money.

These costs are in line with current market construction and
engineering costs. The engineering costs to date cover work
done by RCM Associates for the entire site including the
design and layout for a parking lot. The projected
engineering costs include surveying, staking, inspection and
record drawings.

When can construction begin?
Once the contractor has provided a performance bond and
insurance and signed an agreement, work can begin
immediately. The engineer estimates that the project could
be completed within a week and thus have minimal impact on
the alley underground project. Completion of the storm
sewer is still projected for the end of May.
o Should the award be made to G.L. contracting?
G.L. Contracting is a qualified bidder with equipment and
manpower to complete the project in a timely manner. Staff
recommends award of the contract.

RESOLUTION NO: 91-61
AWARD OF BID - STORM SEWER
BURSCH RESTAURANT SITE
by the City Council of Hopkins, Minnesota, that
the bid of G.L. Contracting in the amount of
$51,514.80 is the lowest responsible bid for the
construction of storm sewer and restoration, city
project 91-03, and the Mayor and city Manager are
hereby authorized and directed to enter into a
contract with said bidder for and on behalf of
the city.
Adopted this 7th day of May, 1991.
