SUBJECT: Appointment of Lee Gustafson as City Engineer
State Statutes require cities such as Hopkins to have a
registered engineer appointed as the official city engineer.
When John Strojan retired from the city in 1989 as City Engineer
the city did not have another registered engineer on staff to
fill the vacancy. The City Council therefore appointed T.K.D.A.
to assume the city engineering duties previously performed by Mr.
Strojan.
The recent appointment of Lee Gustafson as Director of Public
Works/City Engineer has made it possible to once again have a
staff person serve as the official City Engineer. It furthermore
will give staff the opportunity to improve coordination on
certain projects by not being required to have the city
engineering consultant sign off on plans prepared by a different
consultant. This staffing change will also save money the city
used to spend for this purpose, and for other services performed
by T.K.D.A. as the official City Engineer.
staff is recommending that Council adopt the attached Resolution
No. 91-65, officially appointing Lee Gustafson as the new city
Engineer. If adopted, a certified copy of the Resolution would
promptly be forwarded to the Minnesota Department of
Transportation in order that the state can make this change on
their records, and the city can start directly receiving the city
engineer correspondence that is presently being sent to T.K.D.A.
Staff would furthermore recommend that Council direct staff to
prepare a letter of appreciation to T.K.D.A. for their fine
performance as City Engineer these past two years.

APPOINTMENT OF LEE GUSTAFSON AS CITY ENGINEER
WFiEREAS, the City Council finds it necessary to appoint a
new City Engineer as required by Minnesota Statutes.
NOW THEREFORE BE IT RESOLVED, by the City Council of the
City of Hopkins, Minesota, that Lee Gustafson be duly appointed
as City Engineer for the City of Hopkins.
Adopted by the City Council of the City of Hopkins this 7th day
of May, 1991.
