LANDFILL PROJECT CHANGE ORDER
Proposed Aotion.
Staff recommends adoption of the following motion: Move
that Council authorize Change' Order No. 2 and Work Chanqe
Directive 'No. 5 as they concern the 7th Street South
Landfill Gas Remediation, proiect 90-18.
overview.
When plans were drawn up for the methane remediation
project, of paramount concern to the' design engineer was
placement of the membrane barrier bottom below the mean
groundwater elevation. At the design and bidding stage of
the project, this bottom elevation was determined to be
888.0. Following the bid stage, Braun Intertec advised that
new data concerning groundwater at the site made it
necessary to lower the bottom of the barrier to elevation
884.0. A work change directive was issued to the contractor
advising him for the need of deeper trenching, and the
contractor replied by requesting additional compensation.
These requests are reflected in change Order No. 2 and Work
Change Directive No.5.

Analysis of Issues.
o What are the specifics of Change Order No. 21
The Change Order would add a lump sum amount of $20,000 for
additional dewatering of the trenches associated with
lowering the elevation of the liner system. The impact of
this change order upon the original contract price is
outlined in the attached Change Order No. 2 document.
o What are the speoifics of Work Change Directive No. 51
RCM Associates directed the contractor to change the bottom
elevation of the membrane barrier from 888.0 to 884.0 and to
increase the burial depth of the ,membrane anchoring system
by one foot. This directive came from the engineer ,to
address the possibility of lower groundwater elevations.
This change in work was also suggested by the engineer for
Westbrooke Patio Homes Association to allow for greater
dispersion, as landfill gases exit the barrier system and,
finally, the change became an MPCA requirement.
The engineer deemed this change in work to be of such scope
that it should be completed without any changes in contract
unit prices. The contractor has concurred and the cost for
the increase in work amounts to $256,349.90. The costs are
outlined in work Change Directive No. 5 as attached.

Date of Change Order: April 23, 1991
Justification
The Bidding DocuIIlents required the bottom of the HDPE liner to be at elevation 888.0.
Following the bid opening, the Owner's geotechnical engineering consultant advised it was
required to lower this elevation to 884.0. This change was included in Work Change
Directive No.4 issued on March 21, 1991. The Contractor responded to this directive with
their Serial Letter No.8 (see attached copy), requesting additional compensation for the
additional dewatering required by this elevation change.
Pricin2 Data
The attached copy of the Contractor's Serial Letter No.8 includes the proposed additional
contract amount of $20,000. The Engineer has reviewed this matter and has determined
that this amount appears to be reasonable.

You are hereby directed to execute promptly this Work Change Directive which interprets the Contract
Documents or orders minor changes in the Work without change in Contract Unit Price or Contract
Time.
If you consider that a change in Contract Unit Price or Contract Time is required, do not execute this
form, but please submit your itemized proposal to the Engineer immediately and before proceeding
with this Work. If your proposal is found to be satisfactory and in proper order, this Work Change
Directive will in that event be superseded by a Change Order.
The purpose of this Work Change Directive is to replace Work Change Directive No.4 in order to
account for the additional dewatering costs added to the contract in Change Order No.2. .
. Description of Change:
1. Change the elevation of the bottom of the HDPE geomembrane from 888.0 to 884.0 as shown
throughout the revised Drawings.
2. Increase the burial depth of the HDPE geomembrane anchoring system by one foot. The
additional one foot of material overlying the geomembrane shall consist of Fine Filter Aggregate
as shown on revised Sheet 2 of the Drawings. .
3. Change the grading plan as shown on revised Sheet No.6 of the Drawings to provide a minimum
2 percent slope on the landfill proper.
4. Payment for additional dewatering work of this Work Change Directive shall be in accordance
with Change Order No.2. Payment for the remaining additional work of this Work Change
Directive shall be at the Bid Unit Price and is estimated as follows:
Purpose of Change:
1. This change was made to account for the possibility of lower groundwater elevations.
2. This change was suggested by WPHA to allow greater dispersion as landfill gases exit the barrier
system after construction to reduce the possibility of vegetation stress.
3. This change is an MPCA requirement.
