Staff recommends the follOwing motion : Move to approve the use of the city property located on the south side of County Road 3 for a temporary billboard to advertise city-wide events from June through October 1991. overview. The Mainstreet Improvement project steering Committee has been working with Naegele on providing billboard space for the Mainstreet Improvement Project. Naegele has agreed to provide a free billboard to the City. This billbOard will be used to advertise city-wide events. No pr~vate advertising will be allowed on this billboard. The location desired for the billboard is on the southeast corner of County Road 3 and 11th Avenue. Primary o o o o Issues to Consider. Is the temporary billboard allowed? CR: 91-120 Page 2 ~na1vsis of Issues. o Is the temporary billboard allowed? The zoning Ordinance allows temporary signs for city-wide and community events. The proposed billboard is approximately 10' x 25'. A billboard of this size is allowed. Attached is a copy of the ordinance. o What events will the billboard advertise? The billboard is proposed to advertise the following events: o Raspberry Festival o Music in the Park o Farmers, Market o Heritage Days o Other special events o How long will the billboard be used? The billboard is allowed by ordinance to remain in place two weeks following the last event. The last day of the Farmers Market is October 26. The Committee is hoping the billboard will be in place from June through October~ However, because this billboard space is being donated by Naegele there is a possibility that it may not be at the City's disposal for the whole time between June through October. The city will be able to use this billboard as it is available. o Where will the billboard be looated? The Mainstreet Improvement proj ect steering commi ttee has indicated that their desired location on ci ty property is as close to 11th Avenue as 'possible. The exact location will depend on not obstructing the . traffic sight lines of' 11th Avenue and County Road 3. Staff is working wi th the Mainstreet project Manager regarding the location of the billboard as relatedi.to the storage of the contractor's equipment for the Mainstreet project. Alternatives. Based upon the action recommended, the city Council has the following alternatives: 1. Approve the use of the city property for a temporary billboard. By approving the use of the City property for a temporary billboard, a billboard will be allowed to advertise city-wide events. 2. Deny the use of City property .for a temporary billboard., By denying the use of city property, the (' . Civic Signs. Subdivision 1. Civic signs for city-wide and community events. The square feet. and City groups are allowed temporary total size for all signs shall be 250 Subd. 2. Time Limit. Temporary signs for city-wide and community events shall be erected no more than seven (7) days prior to the event and removed within two (2) days following the event. Subd. 3. Removal. The owner or manager of the signs, the owner of the land, or sponsoring civic group, shall be equally responsible for the ultimate removal of the sign. Setback requirements may be waived for such signs provided that they are on the property with the eXpress consent of the property owner, and provided they do not impede safety by obstructing vision of pedestrians or motor vehicle operations. (Added Ord. 88-619) Subd. 4. Temporary Civic Signs. Temporary civic signs are a permitted use across the right-of-way on Mainstreet in the B-2 District provided: a) the location of the temporary civic sign has been reviewed and approved by the Zoning Administrator b) . c) d) e) f) g) the minimum height is 13 feet, 6 inches above the crown of the street a sign permit is secured the approved sign is displayed no more than 60 days in any one cale~dar year there is allowed one such sign per block at any given time temporary civic signs are affixed to the buildings on each side of the right-of-way that the sign owner receives permission from the building owners before a temporary civic sign can be. attached. (Amended Ord.No. 89-638) 570.25. Prohibited signs. The following types of signs are prohibited: . a) illuminated flashing, rotating or animated; b) signs painted, attached or in any other manner affixed to trees, rocks, or similar natural surfaces, or. attached to public utility poles, bridges, towers, or similar public structures; c) any sign, device, lamp or light which is so constructed, operated or used that illumination emanating therefrom is concentrated or beamed is hereby prohibited except that in zoning district B-3, B-4, 1-1 and 1-2, . searchlights for advertising purposes may be used from and upon private property for a period of not to exceed three days in any period of 30 consecutive days; d) signs which by reason of position, shape or color, would detract from or otherwise interfere with the proper functioning of a traffic control sign or signal;
