ALL CITY BUILDINGS

Overview.
Hennepin County is requiring through Resolution No. 90-8-732, made
part of the 1991 Funding Policy, that municipalities adopt a Solid
Waste Source Reduction Plan for city Buildings. It is the County's
opinion that reduction of the amount of solid waste generated is the
highest priority in the heirachy of waste management techniques. They
maintain that source reduction of solid waste can be accomplished by
governmental agencies and institutions as well as by individuals and
businesses.
Hennepin County has developed a model plan to be used as a guide to
help develop a city plan. Staff has reviewed, modified and condensed
the County plan and is recommending the proposed plan be adopted and
implemented.

Hennepin County is requiring for all municipalities to adopt a
Source Reduction Plan as part of the 1991 Funding Policy.
Funding reimbursment will be held until this requirement of the
1991 Funding Policy is met. Hennepin County funds up to 80% of
our recycling program costs, loss of this funding would require
us to seek funds from other sources.
with state aid cuts and other refuse cost increases it would seem
a reasonable effort for Hopkins to incorporate Source Reduction
Plan.
o How will this Source Reduction Plan be administered?
The proposed plan attached outlines the goals and components of
the Source Reduction Plan. This plan if adopted will be
administered by the Recycling Coordinator.

The following resolution was offered by Commissioner Andrew
WHEREAS, Reduction of the amount of solid waste generated is the
highest priority in the hierarchy of waste management techniques; and
WHEREAS, Source reduction of solid wast~ can be accomplished by
governmental agencies and institutions as well as by individuals and
bus1nesses,
8E IT RESOLVED, That the County Administrator be directed to
prepare a Solid Waste Source Reduction Plan For Hennepin County
Government to be presented to the Public Service committee at its last
meeting in October 1990; and .
BE IT FURTHER RESOLVED, That each municipality be required to adopt
a plan for source reduction of solid waste to be submitted with its 1991
recycling grant application.

SOLID WASTE SOURCE REDUCTION PLAN
FOR COUNTY GOVERNMENT
Introduction
The following Solid Waste Source Reduction Plan has been
written with the intention that each County Bureau and Departments
not in a Bureau, accept the primary responsibility of finding
solid waste source reduction opportunities for office waste before it
enters the waste stream.

SOLID WASTE SOURCE REDUCTION PLAN
IPart 1 - DEFINING SOLID WASTE SOURCE REDUCTION
What Does It Mean?
Solid waste source reduction is the highest priority of Hennepin County's
master plan for reducing, recycling, composting, and using resource recovery
technologies in the management of its solid waste stream. Within the County,
solid waste source reduction goals can be defined as:
· eliminating unnecessary purchases altogether;
.
reducing the amount of waste being thrown away;
.
· purchasing products with longer, more useful lives ..
· purchasing environmentally friendly products (products made from
recyclable or recycled materials); or
· creating new uses for materials before they're thrown away or
recycled.
IPart 2 - WHO IS RESPONSIBLE?
The County Administrator will delegate to each County Bureau and
Departments not in a Bureau the responsibility for incorporating the five above
goals into everyday decision-making processes.

. Ipart 3 - EMPLOYEE RESPONSIBILITIES
These are some habits that all employees could be practicing right now to
help conserve energy and reduce the amount of trash we throwaway, such as:
· double-sided copying of documents
· bringing and using own coffee mug at work
· maintaining central filing systems, eliminating filing duplications
· eliminating needless forms or memos; use a routing system instead
· removing names from needless mailing lists
· using bulletin boards as a central announcement system
Ipart 4 - METHODOLOGY
Each County Bureau and Departments not in a Bureau should decide on the
most effective system, or committee of volunteers or designees, that would:

Identify a facilitator of the solid waste source reduction plan;
2 Evaluate the waste stream for possible source reduction
opportunities and source reduction systems already in place;
3 Investigate and select practical and attainable source reduction
opportunities;
4 Implement the selected source reduction opportunities;
5 Submit a report of already implemented and planned source
reduction activities and accomplishments to the Recycling Office by
April 1, 1991.

It is very difficult to measure the impacts that solid waste source reduction
activities have on the waste stream; however, each committee may wish to track
its own efforts. The following tracking methods could possibly be used:
· determine the weight of goods and materials coming into the
deparunents of each Bureau.
· calculate waste generated in lbs./employee/day for each Bureau using
a commonly accepted figure of 1.5 lbs.
These are not statistically proven formulas, but by observing garbage and
recyclable waste streams in this manner, Bureaus may be able to track some solid
waste source reduction activities.
Ipart 6 - ROLE OF BUREAU OF PUBLIC SERVICE
The role of the Bureau of Public Service - Recycling Program would be as e
follows:
· The Bureau of Public Service Recycling Program will administer the Solid
Waste Source Reduction Plan.
· The Recycling Program will provide technical assistance to Departments
and Bureaus if requested, and will offer and schedule training sessions on
solid waste source reduction.
· The Recycling Program will ensure that reports reach the Board on
implemented solid waste source reduction activities and accomplishments
of each Bureau and Departments not in a Bureau.
IPart 7 - EDUCATION PLAN
A promotion program for County employees could be initiated by Public
Affairs and the Recycling Program during various stages of implementation of .
the Solid Waste Source Reduction Plan.

. WHEREAS, Resolution 90-9-732 directed the County Administrator to
prepare a Solid Waste Source Reduction Plan for Hennepin County
Government, .
BE IT RESOLVED, That the Hennepin County Solid Waste Source
Reduction Plan dated October 1990 be adopted; and
BE IT FURTHER RESOLVED, That that solid waste source reduction
plans developed by each Hennepin County Bureau according to the Plan be
compiled by the Recycling Office and presented to the PUblic Service
Committee at its last meeting in April 1991.

WHEREAS, Hennepin County has resolved that reduction of
the amount of solid waste generated is the highest priority
in the hierarchy of waste management techniques; and
WHEREAS, Hennepin County has resolved that source
reduction of solid waste can be accomplished by governmental
agencies and institutions as well as by individuals and
businesses; and
WHEREAS, Hennepin County has through Resolution number
90-8-732 required that each municipality adopt a plan for
source reduction of solid waste and submit it as part of the
1991 recycling grant application in order to receive
funding,

NOW THEREFORE BE IT RESOLVED, that the City of
Hopkins, city Council adopts and implements the Solid Waste
Source Reduction Plan dated June 1, 1991 and included as
Attachment A, made part of this Resolution; and,
BE IT FURTHER RESOLVED, that the City of Hopkins, City
Council directs the City Manager and all Department heads
and employees to incorporate source reduction of solid waste
into their daily activities and directs the Recycling
Coordinator to monitor, assist educate and evaluate the
program and report back to the County on the results of
implementation.
Adopted by the city Council of the City of Hopkins this 17th
day of June, 1991.

CITY OF HOPKINS
SOLID WASTE SOURCE REDUCTION PLAN
JUNE 1, 1991
INTRODUCTION
The City of Hopkins has developed the following Solid Waste
Source Reduction Plan which will investigate options for solid
waste source reduction for waste generated in city buildings.
Part I - Solid Waste Source Reduction Goals
o eliminate unnecessary purchases altogether;
o reduce the amount of waste generated;
o purchase products with longer more useful lives;
o purchase environmentally friendly products (products made
from recyclable or recycled materials); or
o investigate new uses for materials before they are thrown
away or recycled.
o educate employees on source reduction techniques
Part II - Program Components
The Recycling Coordinator will research options for incorporating
the six goals listed above into reducing, reusing, and recycling
decisions made within the City of Hopkins buildings.

The following practices will be defined and promoted to employees
in an effort to begin immediately to reduce the amount of waste
generated and help conserve energy.
o double sided copying of documents
o bring and use a reusable coffee mug at work
o maintain central filing systems, to eliminate duplications
o keep mailing lists up to date
o use bulletin boards as a central announcement system
A section in the monthly employee newsletter will be devoted to
addressing these source reduction activities.
The waste stream at all city buildings will be reviewed and
analyzed annually for new source reduction opportunities.
Whenever possible new practical and attainable source reduction
options will be implemented.
Training sessions on solid waste source reduction for city
employees will be made available.
Efforts to measure the impact of source reduction activities on
the waste stream will be made and recorded.

When filing our Semi-Annual and Annual Reports to the County we
will report out source reduction activities in the appropriate
section supplied by the County.
