COUNTY ROAD 3 TASK FORCE - RECOMMENDATIONS TO IMPROVE COUNTY
ROAD 3 IN THE SUMMER OF 1991
Proposed Action
Staff recommends adoption of the recommendations of the
County Road 3 Task Force and direct staff to implement these
recommendations.

The County Road 3 Task Force was organized to identify the
issues and problems with County Road 3- and make
recommendations on the implementation of measures to address
the issues. The Task Force has divided the issues of the
corridor into short -term and long -term issues.
The County Road 3 Task Force has been meeting since January.
At these meetings the Task Force has been discussing the
short -term goals for the corridor. The Task Force has
recommended six short -term goals for the corridor. The Task
Force also walked the corridor this spring to see many of
the problems with the corridor.
The Task Force will continue meeting to discuss long -term
recommendations for the corridor.

Analysis of Issues.
Based on the recommended action, the City Council has the
following issues to consider:
o What are the six recommendations?
1. General clean up and pick up.
The Task Force is organizing a general clean -up for the
Interlachen area. Task Force is recommending that the
whole corridor be cleaned up this summer. The Task Force is
also recommending in future years that a clean up be
organized on 'a yearly basis for the corridor. This type of
clean up could be done in conjunction with the yearly park
clean up.
Staff should also look into the possibility of having County
Road 3 as an "adopt a road ".
2. City schedule to control weeds in the right -of -way.
In many areas along the corridor there are weeds that are
out of control. Task Force is recommending that the City do
a better job of controlling the weeds.
3. Railroad right -of -way.
The railroad right -of -way needs a general overall cleaning
up. The Task Force is recommending that the railroad clean
up their right -of -way or the City's Public Works Department
clean the railroad right -of -way.
4. Plant trees /berm on the south side County Road 3.
Task Force `is recommending that the area south of County
Road 3 owned by the City should be landscaped. The Task
Force is recommending that an overall landscape plan for
this area be developed and implemented.
5. Public Works inspect catch basins, drainpipes, etc.
During the walk of the corridor there were several places
that appeared unsafe around the catch basins, drainpipes
etc. Task force is recommending that the Public Works
Department inspect the corridor for unsafe areas.
6. Direct Inspections Department to review buildings along
corridor for building code violations.
Many of the buildings along County Road 3 appear to be in
disrepair. Task Force is recommending that the Building
Inspection Department check the buildings for any
violations.
o When should these recommendations be implemented?
The Task Force is recommending that these recommendations
are implemented fairly quickly. Most of the short -term
goals require the cleaning up of the corridor and can be
done this summer. The landscaping of the City property
south of County Road 3 will take longer, but the process can
get started.
o What is the cost to implement these recommendations?
Five of the six recommendations involve a minimal cost.
However, the landscaping/ berm on the south side of Couhty
Road 3 will be an expense. The staff will have to have a
design plan done with a cost estimate.
