Miscellaneous Special Assessments

Proposed Action
Staff recommends the following motion: Move that Council
adopt Resolution 91 -89, Resolution Ordering Preparation of
Assessment Roll - 1991 Miscellaneous Special Assessments
Adoption of this resolution will begin the assessment
process for various small projects and delinquent invoices.
Overview
Other than one small fire protection system project
completed this year, the only other assessments involve
those of delinquent invoices.
The assessment roll will be calculated and presented to the
Council at its August 6 meeting. Staff anticipates Council
to set a public hearing date at that time for September 3,
1991.
Primary Issue to Consider.
o Should assessment procedures begin now?
In order to have the assessments certified to
Hennepin County for collection in 1992, the public
hearing must be held in September in order to meet
an October 10 certification deadline. Staff needs
to act in a timely manner.

RESOLUTION 91 -89
RESOLUTION ORDERING PREPARATION OF ASSESSMENT ROLL -
1991 MISCELLANEOUS SPECIAL ASSESSMENTS
WHEREAS, certain improvements have been completed,
agreements fulfilled, and costs of delinquent invoices have
been incurred,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HOPKINS, MINNESOTA:
1. The engineering superintendent shall forthwith
calculate the proper amount to be specially assessed for
each such improvement, agreement, or delinquent invoice
against every assessable lot, piece or parcel of land
abutting on the streets affected, without regard to cash
valuation, as provided by law, and he shall file a copy of
such proposed assessment in the city office for inspection.
2. The engineering superintendent shall, upon
completion of such proposed assessments, notify the Council
thereof.
Adopted by the City Council of the City of Hopkins this 16th
day of July, 1991.
