Council Report: 91 -172 Staff recommends the following action: "Move that 2nd and 6th Avenues South between 5th and 7th Streets South, and 5th Street South between 2nd and 6th Avenues South continue to be designated as "NO TRUCK" routes ". This action will prohibit trucks from using these routes at any time. Only local deliveries will be,allowed. Staff's recommended action is intended to have these restrictions remain in place until such time as conditions warrant Council to review their usefulness. Overview. In 1989 the Park Valley Association requested the City Council to establish the above mentioned "NO TRUCK" routes. Council subsequently lb reviewed their request and ordered that the "NO TRUCK" routes be established. The motion establishing routes included that the restrictions be reviewed one year after they were posted. The signs unfortunately were not posted until 1990 due to a delay by MnDOT. The review date was therefore changed from 1990 to 1991 to coincide with Council's directive. Primary Issues to Consider. o Have the "NO TRUCK" routes had an effect on companies that travel in this portion of Hopkins? o Does the Park Valley Association desire to continue to have these streets restricted from truck traffic? o Should this posting be continued? Prior to posting the "NO TRUCK" routes in 1990 staff contacted Hennepin County Public Works, Super Valu and Country Club to determine if they would oppose the restrictions. All companies indicated at that time that these restrictions would not impact their operations. Since that time staff has not received any complaints from these companies regarding the restrictions. Staff has occasionally received some concerns from very small trucking companies (i.e. diaper deliveries) regarding the restrictions, and for the most part have been able to resolve all concerns. o Does the Park Valley Association desire to continue to have these streets restricted form truck traffic? Staff has been in contact with Gretchen Olson, President of the Park Valley Association, and she has stated that the association overwhelmingly supports continuation of the "NO TRUCK" restrictions. She furthermore stated that she concurs with staff's intent of reviewing this restriction when a condition change warrants a review instead of on an annual basis. o Should this posting be continued? Staff has reviewed these restrictions and feel that they should be continued until such time as Council determines that a review is needed. Staff's recommendation is based on the fact that the restrictions do not significantly impact companies using this area; the Park Valley Association strongly supports continuation of the restrictions; and that Council has the authority to change the restrictions at a later date'if they so desire. 0 T Y y 5 April 19, 1989 n K ' Council Report: 89 -100 REQUEST FOR 'NO TRUCK' ROUTE PARK VALLEY ASSOCIATION Proposed Action. Staff recommends the following action: " Move that 2nd Avenue South and 6th Avenue South between 5th Street South and Seventh Street South and 5th Street South between 2nd Avenue South and 6th Avenue South be designated as `No Truck' routes for a trial period of one year The posting will be reviewed at that time .11 This action will prohibit trucks from using these routes at any time. Local delivery only will be allowed. Overview. The Park Valley Association has been concerned about the number and types of trucks that usually use these routes. They cite noise, odor, and air pollution from the trucks as problems. The Association is also concerned about the safety of their children that use Buffer Park on 5th Street South. Staff has studied the truck traffic in this area and find that the volumes do not warrant the proposed posting. A trial period would indicate whether the posting should become a permanent solution. *, The Association is concerned about the Hennepin County plan to direct, garbage and refuse trucks to the truck scale on the Public Works property. This plan is to start on June 1, 1989. The posting requested will cause these trucks arriving on TH 169 to exit at County Road #3. They have requested in a letter dated March 30, 1989, that the City post these routes as a No Trucks Route. Their letter was presented to the Council on April 18, at which time the Council referred this item to the Director of Engineering fora study and recommendation. Second Avenue South was constructed by Hennepin County in conjunction with the construction of County Road #18. This road was built so the County could eliminate the connection of 5th Street South to County Road #18. Second Avenue South was then turned over to the City as a City Street. The City now has jurisdiction over this roadway. Fifth Street South, west of 6th Avenue South, and 6th Avenue South, north of 5th Street South, are designated as State Aid Routes. They have been constructed in recent years with State Aid money. This type of roadway is constructed to standards that will support truck loadings. State Aid funds anticipate this type of traffic. If those funds are used to construct roads, all types of legal traffic are allowed to use the roads constructed with those funds. If trucks were prohibited from roadways constructed with State Aid funds, the City would be required to pay back to the State the funds that were so used. Fifth Street South, east of 6th Avenue South, and 6th Avenue South, south of 5th Street South, are normal City streets that are under the jurisdiction of the City Council. The Council may place such restrictions on these roads that they find to be required. Analysis of Issues. - What effect will this posting have on the companies that use this route for their trucks? The 2nd Avenue - 5th Street route is a direct connection from Truck Highway 169 to the industrial areas of South Hopkins. Trucks approaching the industrial area from the south find that this is the shortest and best route to their destination. If these streets are posted for `No Trucks', these trucks will have to continue north on Truck Highway 169 to the County Road #3 intersection. Companies primarily affected are Super Valu, Hennepin County Department of Public Works, Country Club, and those industries west of 11th Avenue South in the area of 5th and 7th Streets south. The proposed,posting has been discussed with Super Valu. They have, for many years, instructed their trucks to use the County Road #3 intersection. The staff has observed this route and find very few Super Valu trucks using it. Super Valu has informed the staff that they would not object to the posting. "NO TRUCK ROUTE" CR:89 -100 Page 3 County Club would instruct their trucks to use the County Road #3 intersection and find that they do not oppose the proposed posting. We did not contact 'the other users in the area. It is our opinion that the trucks serving those areas could use the 11th Avenue or 6th Avenue approach at County Road #3 which would connect to Trunk Highway 169 - What effect will this posting have on the Hennepin County Department of Public Works? Hennepin County Department of Public Works in the past used this route very frequently when they had to maintain County Roads #18 and #62. These highways have now been turned -over to the State of Minnesota Department of Transportation. Hennepin County finds that they do no use the route in question for their normal truck activity and would not object to the proposed posting. - Why does the Park Valley Association wish 6th Avenue South posted to `No Trucks'? Trucks going south on 6th Avenue from County Road #3 are not now properly routed to go east or west on 5th Street South. They proceed southward toward 7th Street by accident or by purpose if they are going to 11th Avenue South. This posting will eliminate those 'trucks from using this residential street. - Will the posting achieve the expected results? With the posting of these routes to `No Trucks' there will be significant reduction of the trucks that use the routes. Some trucks will get lost and find their way through the area in spite of the posting. We find that few postings get 100% compliance. Trucks that have to get to properties in the posted area will also have to use the posted routes. These trucks will be allowed to enter and exit only by the shortest route and should not be a major problem. "NO TRUCK ROUTE" CR:89 -100 Page 4 - How will the posting be done? We have discussed the required signing with the Minn. DOT. They indicated that they would work with the City to properly post Trunk Highway 169 to prohibit trucks from entering into the area. This would require posting for north bound traffic at the exit ramp to the 5th Street South - Lincoln Drive intersection. South bound traffic will tend to by -pass the County Road #3 intersection and would attempt to exit at 5th Street South - Lincoln Drive. These trucks would then be instructed to cross over Trunk Highway 169 and return north to County Road #3. Posting on the City streets would be done by City staff. No problems are anticipated in this posting. - Should this posting be for a trial period only? The truck use of these streets has been a concern of the park Valley Association for some time. The proposed plan of Hennepin County to direct the garbage and refuse trucks to the Hennepin County truck scale initiated the request at this time. The posting of these roads may not be needed for the long term as the Hennepin County plan is an interim plan. for the handling - of garbage until the refuse burner in Minneapolis is operational and the transfer stations are constructed and operating. We recommend that the proposed posting be for a trial period of one year. At that time a review will be made and recommendations made,,to the Council. Ll March 30. 1989 kVal clatlon r?G j TO: The Hopkins City y Council FROM: Park Valley Association, Bill Egeberg President The Park Valley Association is requesting that Truck Traffic be eliminated off of 2nd Ave. South (the section just off of 169 and south of the Hennepin County Site), 5th St. South Fast. of 6th Ave. South) and 6th Ave. South (the section south of 5th St,. South). I have highlighted the areas on an attached map. We ask that it be declared and posted as a NO TRUCK ROUTE as soon as possible. I would think that this c;)uld be ,1 ccomplished by the end of April. In addition to i;ese roads being posted, signs would need to go up on the exit ramps off of 169 at the 5th St. and Lincoln Drive exits.
