SUBJECT: Grocery Store /Retail Project - 6th to 8th Ave.
On 7 -30 -91 the Mayor, City Manager and Community Development
Director,met with representatives of North Hopkins Community of
Concerned Citizens (NHCCC) to receive an overview of the
questions and concerns of the group as related to the proposed
project. Attached is a copy of the issues and questions which
were presented by NHCCC.
After reviewing the issues /questions, a discussion was held
regarding the process which should be followed to allow an open
and constructive discussion on the proposed project. It was
agreed that the issues /concerns presented by the group fell into
the following two areas:
o Policy questions - This area relates to the basic
questions raised by the group regarding the
appropriateness of undertaking the proposed project on
the subject site, the downtown in general, or at some
other location such as the R. L. Johnson property on
11th Avenue.
o Technical questions - This area relates to the concerns
expressed by the group regarding traffic, buffering,
and other technical types of issues.
It was agreed during' the meeting that the initial focus of
discussion between the City, the neighborhood organization, and
any other interested groups should relate to the basic policy
questions regarding the project itself. After the policy
questions are resolved or reaffirmed, resolution of the technical
questions could then take place through traffic studies, etc. for
whatever site utilized for the project.
In order to address the basic policy issues which seem apparent,
it was agreed that the following schedule should be used for
discussing this matter:
o August 6 City Council Meeting - NHCCC, and any other
interested groups or individuals, will be given an
opportunity to present their questions, concerns or
other information regarding the proposed project. No
indepth, lengthy discussion would take place at this
meeting.
o August 13 City Council Work Session 6.30 p.m -
Indepth discussion would take place regarding the basic
policy issues pertaining to the proposed project. All
interested parties /persons will be given an opportunity
to present their viewpoints and ask questions. No
specific decision will be made as a part of this
meeting.
o August City Council Meeting - During this meeting
the City Council would be requested to reaffirm its
previous position or take a new position on the
proposed project.
