OUTDOOR RECREATION GRANT
APPLICATION AND RESOLUTION
Proposed Action.

Staff recommends adoption of the following motion: " Approve Outdoor
Recreation Grant Application and Adopt Resolution 91- 109 ".
Overview.
In November of 1989, the residents of Hopkins passed a $2.75 million
park -improvement bond which provided $400,000 for- basic maintenance
and upgrades to ten of the City's 15 parks. The city was also,able to
obtain a $110,000 Outdoor Recreation Grant from the MN Department of
Trade and Economic Development for additional funding on these park
improvements.
The Outdoor Recreation Grant is designed to assist communities
acquiring, and developing land and open space for recreational
activities. The guidelines for the grant indicate.that the upcoming
Maetzold Field rehabilitation project would be a good candidate for
receiving such a grant and as such, staff is proposing that the city
submit an application.
The Park Board has reviewed this matter and is also recommending that
the city apply for the grant.

0 Analysis of Issues.
o What does the project consist of?
The proposed Maetzold Field project is a 4 -phase acquisition and
development project into a multi -use youth ballfield park. The
School District would like to relocate it's football stadium to
the same area as the High School and has determined that Maetzold
Field is excess property. The deed on portions of Maetzold Field
requires that the property must be maintained as a park or it
will be returned to the State. The city is concerned that the
entire Maetzold Field be retained as a park area and retention
pond for the City.
The 4 -phase project will include the following:
• Phase I - acquisition of Maetzold Field
• Phase II - development of ballfields 2 and 3
- preliminary landscaping.
- construction of north and south parking lots
• Phase III - development of ballfields i and 4
landscaping
- 2nd edition of north parking lot (if needed)
• Phase IV - construction of restroom /concession facility
The city is seeking a, matching grant of approximately $300,000
for Phases I, II, and III of this project. The Little League has
recently indicated that they will donate a portion of the
proceeds from the sale of their existing field to help fund
construction of Phase IV. -
o Should the city apply for the grants?
The city received a grant in 1991 for other park improvements.
There is no risk in applying for another grant inasmuch as the
Maetzold Field project' is considered among the high priority
recreational facilities by the States Division of Community
Development. The city therefore appears to have a good chance of,
receiving a grant for the Maetzold Field project.

o What happens if the city does not receive the funding?
The city basically has just enough money for the purchase of
Maetzold Field. If we do not receive the grant, the f ield
rehabilitation would have to be phased in.over a much longer
period of time.
o Will the project require additional funding from the city?
Staff is in the process of fine tuning the estimated costs for
the project. There may, however, be a need to budget additional
money for the project, or phase it in slightly different,
depending on how much money the city receives in a grant.
APPLICATION TO
THE DEPARTMENT OF TRADE
AND ECONOMIC DEVELOPMENT OUTDOOR RECREATION GRANT
RESOLUTION 91 -109
BE IT RESOLVED that the City of Hopkins act as the legal sponsor
for projects contained in the Community Development Application
to be submitted on August 29, 1991 and that the Mayor of Hopkins
is hereby authorized to apply the Department of Trade and
Economic Development for funding of this project on behalf of the
City of Hopkins.
BE IT FURTHER RESOLVED that the, City of Hopkins has the legal
authority to apply for financial assistance, and the
institutional, managerial, and financial capability to ensure
adequate construction, operation, maintenance and replacement of
the proposed project for its design life.
BE IT FURTHER RESOLVED that the City of Hopkins has not incurred
any costs, has not entered into, any written agreements to
purchase property, and has not contracted for or begun
construction on energy conservation measures for the proposed
project.
BE IT FURTHER RESOLVED that the City of Hopkins has not violated
any Federal, State, or local laws pertaining to fraud, bribery,
graft, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.
BE IT FURTHER RESOLVED that upon approval of its application by
the state, the City of Hopkins may enter into an agreement with
the State of Minnesota for the above - referenced projects, and
that the City of Hopkins certifies that it will comply with all
applicable laws and regulations as stated on all contract
agreements and described on the Compliances Checklist of the
Community Development Application.
NOW THEREFORE BE IT RESOLVED that the Mayor of Hopkins is hereby
authorized to execute such agreements as are necessary to
implement the projects on behalf of the applicant.
I CERTIFY THAT the above resolution was adopted by the City
Council of the City of Hopkins this 20th Day of August, 1991.
