MAINSTREET RECONSTRUCTION —PLAZA CLOCK TOWER
APPROVE PLANS AND ORDER BIDS
Proposed Action.
Staff recommends the following motion: Move that Council adopt
Resolution 91 -112, Resolution Approving Plans and Specifications
and Order Bids - Mainstreet Plaza Clock Tower Construction.

From the time Council authorized reconstruction of Mainstreet
installation of a clock tower on Mainstreet Plaza has been-under
scrutiny and review. Certain recommendations were presented to
the Council at its August 20 meeting, and Council authorized
plans and specifications to be drawn up that also addressed their
additional concerns, e.g. use of color other than green, chimes,
sound system, and tower base dimensions. Westwood Professional
Services and RLK Associates Ltd. have completed design work on
the installation and will present plans /specifications for
Council approval.
Primary Issues to Consider.
o Should plans be accepted as presented?
Westwood Professional Services will present final plans
for approval. These plans contain refinements and
revisions to address Council concerns stated August 20.
These are Westwood's and RLK's recommendations to the
best and most feasible method of construction of a clock
tower.
o Project funding
Installation of the clock tower will be financed in great
part through community fund - raising efforts:

The original City Hall and Fire Department of
Hopkins had several design elements that could
Bell& Carillon Division easily be incorporated in the clock tower design.
Clock Division
Mayiand Chime Division — The original building had a bell tower on it
Deagan Chime Division that housed the fire bell. The shape of the
tower is the shape that is proposed for the

- Additionally, the top of the tower had a pole or
lightening arrester rod on it. This could be
incorporated into the current tower in the
element of a weather vane.
- The detail on the City Hall was arched areas
over windows. That detailing could be
included into the design elements of the
tower.
- The clock was a 2 sided box bank clock. It was
purchased from a bank in Jordan, MN,
renovated and presented to the City of
Hopkins by the Hopkins Fire Department. The
same type of face could be used for the clock
dials.
The style of dial is significant as one
originally manufactured in Minneapolis by the
O.B. McClintock Clock Company. The company
was in existance from 1900 to 1947 on 139
Lyndale Avenue South. Clocks done by
McClintock are nationally recognized. The
tie in with Hopkins is that Mr. McClintock
was the sponsor for the Hopkins Rotary.
- The clock struck the

A voice can be provided for the clocks in one
of two ways. A chime of 14 bells(largest

-- The style of architecture of the original City
Hall Building appears to be Art Deco /Art
Noveau as indicated by the detailing around
the windows. Perhaps that could be a detail
included in the tower design -- possibly at the
top of the arches.
- The other detail of interest is a reverse
stepping in the brickwork.
- Another item of note for the detail of the Plaza
.is the use of stone with bronze plaque. The
'Historical Society has several pictures:of
such historical items in Hopkins. The use of
a rock and plaque to recognize the major
contributors would tie in to history in
Hopkins.

RESOLUTION NO. 91 -112
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
ORDERING, BIDS - MAINSTREET PLAZA CLOCK TOWER CONSTRUCTION
WHEREAS, pursuant to a motion passed by the Council on August
20, 1991, plans and spe cifications for construction of
a clock tower on Mainstreet Plaza have been prepared by
Westwood Professional Services and RLK Associates Ltd.,
and they have presented such plans and specifications
to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED.BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA:
1. Such plans and specifications, a copy of which are
attached hereto and made a part hereof are hereby
approved and ordered placed on file in the office of
the City Clerk.
2. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin
an advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published
twice, at least ten days before date set for bid
opening, shall specify the work to be done, shall state
that bids will be received by the clerk until 2 p.m.
on the 8th date of October 1991, at .the City Hall and
that no bids shall be considered unless sealed and
filed with the clerk and accompanied by a certified
check bid bond, payable to the C ity of Hopkins,
Minnesota for five percent of the amount of such bid.
3. The clerk and city engineer are hereby authorized and
instructed to receive, open, and read aloud bids,
received at the time and place herein noted, and to
tabulate the bids received. The Council will consider
the bids, and the award of a contract, at a City
Council meeting of October 15, 1991, in the Council
Chambers
