CHANGE IN TIME LIMITS FOR PARKING IN LOT #500
Proposed Action.
Staff recommends the adoption of the following motion: " Move that
the time limit in the easterly most single row in City Lot #500
be changed from 3 hour parking to 2 hour parking, until such a
time as the Mainstreet Improvement Project is completed.between
5th and 11th Avenues or October 31, 1991, whichever comes
first . "
The adoption of this motion will allow for a temporary change.in
the time limits for one single row of cars in an effort to
facilitate greater turnover during a period within which
Mainstreet parking is.no longer available.

Staff recently met with Mr. Jim Grant, of the Outdoorsman,
regarding this request. Mr. Grant believes that his customers do
not have available parking because of the three hour time limits
which are•presently existing in Lot #500.
Mr. Grant stated that Mainstreet parking normally accommodated
his customers, but since those spaces were temporarily no longer
available he felt the need to request a change in Lot #500 to
facilitate his high turnover business.
The Outdoorsman, including other businesses in this area,
requires short term, quick turnover parking to satisfy the needs
of their customers.

Primary Issues
Based on the above information, the City Council has the
following issues to consider:
o Why has this action been requested?
This action was requested as a result of a meeting held between
Mr. Grant, Paul Steinman, and Jim Kerrigan. Mr. Grant recognized
the Mainstreet Project as a major parking deterrent for his
business at this time.
Mr. Grant stated that the elimination of Mainstreet parking in
front, and the Mainstreet Project itself, has focused customer
traffic to the rear entrance of his business. He seldom found it
necessary to utilize the rear lot ( #500) prior to the Mainstreet
Project because the 2 spaces directly in front of his business,
and the 2 spaces directly across the street from his business
were normally enough to facilitate customer parking.
Staff is recommending restricting the time limit to 2 hours in
one row of Lot #500 in an effort to increase turnover, thereby
allowing for greater availability of parking for Mr. Grants
customers, and other high turnover businesses which utilize Lot
#500.
o Which row in the lot should be changed to 2 hour parking?
Staff is recommending that the easterly most single row in Lot
#500 be signed to reflect a 2 hour time limit. This would be a
total of 10 spaces. Please see enclosed map of lot.
o Has this situation been addressed by the Police Department?
Mr. Seevers, the Parking Enforcement Officer, has stated that
temporarily changing one row in this lot will not negatively
impact the area or the system as a whole. Heather Alex of the
Police Department has informed me she feels that because this
change is only temporary, it would not have a negative impact on
the enforcement of the system.
o What would be the affect on other businesses which utilize Lot
#500?
Staff has discussed this request with a few of the other business
owners in the immediate area, including Mr. Mike Tait. Most have
stated they would not have any major concerns with this request.
One of the business people who was contacted felt this request
should not be honored because of the fact that the business that
is requesting the change does not cooperate with the City's
parking regulations on a consistent basis. One of the surrounding
businesses felt this change would be beneficial to quite a few
businesses in the area because of the inability to park in high
turnover spaces on Mainstreet at this time.
o Would this action set a bad precedent?
Staff is recommending the City attempt to accommodate businesses'
parking situations during the Mainstreet Improvement Project.
Seeing that this action would only be temporary, and that
customer movement in our downtown is being somewhat restricted
because of the Mainstreet Project, staff recommends approval of
this request because I of the special circumstances associated with
the improvement project.
o What would be the cost associated with the new signage?
Vern Pankratz of Public Works Department examined the possibility
of taping a 11 2" over the present 11 3" on the signs that say 11 3
hour limit" in that lot. This would be a very inexpensive,
temporary fix, and would serve our purpose well. Possibly we may
have to install a few signs that say "this row only ", to aesure
customers understand which spaces are 2, as compared to 3 hour
time zones.
o That is the negative impact related to this request?
There is a potential negative impact in the approval of this
request, and that is it may lead to customer confusion in Lot
#500. One of the reasons the three hour limit was chosen for
public lots was to create consistency and avoid the confusion
created by different time limits in different lots.
Alt rnatives
Based on the above information, the City Council has the
following alternatives to consider:
1. The City Council can move that the time limit in the easterly
most single row in City Lot #500 be changed from 3 hour parking
to 2 hour parking, until such a time as the Mainstreet Project is
completed between 5th and 11th Avenues, or October 31, 1991,
whichever comes first.
2. Propose a different lot, or a different row in Lot #500 for
this change, which could possibly better satisfy this request.
