MAINSTREET DESIGN
Council Report: 91 -200
Proposed Action.
Staff recommends adoption of the following motion: Move to
approve the design of the regulatory, street name and ramp
parking signs between 5th Avenue and Shady Oak Road, and proposed
design modifications to the Mainstreet Plaza, pursuant to the
recommendations made by RLK Associates and Westwood Professional
Services.
As a result of this motion, City staff will undertake the
necessary steps to negotiate change orders with the Mainstreet
contractor to take into consideration the design plans approved.
Overview.
Since the approval of the plans and specifications last spring
for the Mainstreet project, several modifications have been
recommended for the Mainstreet Plaza. These recommendations have
primarily come from the Design Review Committee or staff. The
attached memo from Westwood Professional Services clearly
delineates the five proposed design modifications, along with
specific recommendations.
Staff has also been working with RLK and Associates and the
Design Review Committee on the design of the street name signs,
regulatory signs, and ramp parking signs to be located along
Mainstreet. Attached is a detailed memo from RLK and Associates
which outlines the recommendations made by the DRC, along with
additional recommendations suggested by RLK and Associates.

Based on the recommended action, the City Council has the
following issues to consider:
o What are the design changes for the plaza?
The attached memorandum from Westwood Professional Services
specifically outlines the five recommendations which were made to
modify the design of the Mainstreet Plaza. Briefly, the five
modifications are as follows:
o Remove kiosk
o Provide location for a plaque in plaza
o Relocate tree to avoid screening of clock tower
o New pedestrian link to alley
o Christmas tree in plaza
As is outlined in the memorandum from Westwood, staff is
recommending approval of all of the design changes with the
exception of the modification of the brick paver design relating
to the pedestrian link to the alley.
A representative from Westwood Professional Services will be in
attendance to discuss the design changes with the City Council.
What are the DRC's and consultant's recommendations as
related to the various street signs?
The attached memorandum from RLK and Associates specifically
outlines the recommendations made by the DRC on the street name
signs, regulatory signs, and the ramp signs. In general, staff
agrees with the recommendations made by the DRC. As outlined in
the RLK memo, staff does differ with the DRC regarding the use of
colors, and the suggested ornamentation does differ from the
recommendation made by the DRC.
A representative from RLK will be in attendance during the City
Council meeting and present a colored mock -up of the recommended
street sign, regulatory sign and ramp parking sign for City
Council's review.
Alternatives.
Based on the action recommended by staff, the Council has the
following alternatives:
1. Approve the action as recommended by staff.
2. Deny the action as recommended by staff.
3. Modify the action as recommended by staff.
4. Continue for further information.

In a meeting August 16, 1991, we met and discussed five topics. Provided here
are our design recommendations on these topics. As you may recall, present at
that meeting were yourself, Lee Gustafson, John Dietrich and myself.
This issue (raised by the public) involves moving the "gateway" opening from
the middle of the plaza along the alley to angling more back to the sidewalk
along 9th. It is our recommendation that this not occur. The "gateway"
opening approximately in the middle of the south side of the plaza occurs some
25 or 30 feet from the possible future alley location and that with the large
amount of parking in that area we were better off to preserve all options. We
see this space as being a transitional zone and we would still have the future
opportunity with this space to either 1.) angle the "railroad track" sidewalk
and opening back towards the 9th Avenue alignment, or 2.) allow it to link
more directly with the public parking straight to the south. In summary, no
change was recommended for this design concept.
CHRISTMAS TREE LOCATION IN THE PLAZA
The desire has been expressed by the public to consider locating a Christmas
tree on a seasonal basis somewhere in the plaza. We see this as compatible
with the plaza plan on the following basis. It should be located between the
rails and between the tracks somewhere in the south central portion of the
plaza. A base design that involved an access panel constructed of a steel
casting from Neenah with a cover should also include collar detail, with
tightening bolts attached to a concrete base.
The design question here involves how to provide a format to allow signage and
identification of donors for the Clocktower and Plaza (in addition to the Buy -
a -Brick program). It was explained at this meeting that the Clocktower itself
was probably not going to lend itself for signage which could identify major
donors and that some free - standing, non- attached format be provided to include
the appropriate signage. Westwood recommends a free - standing monument to be
located integral with the wall system near the Clocktower and promised to
advance that design with some sketches.

KIOSK
At the recommendation of the design review committee and others it was
suggested that the kiosk be deleted at this time from the project. Westwood
does not feel a strong need for a kiosk at this time (it could be added
later). We also suggest that the paving detail under the proposed kiosk be
reviewed, because it will no longer be obscured by the kiosk itself. The
paving pattern should be looked at for appropriate design. R.L.K. Associates
and Westwood will look at this jointly for implementation of construction to
be given to McCrossan as a revised paving detail.
REVISED PLANTING PLAN
At the DRC the question of: "...doesn't one of the plaza trees block the view
of the clock tower ?" The answer is "yes" but we weren't too concerned by it
since we weren't certain about there ever being a clock tower. We do
recommend moving one of the trees near the clock tower if it is certain the
clock tower will be built. Further, we may also change the type of shrubs in
that bed (south of the clock tower). With your approval we will make this
change.
In summary, of the five items discussed, they were assigned to various parties
for advancement. Item 1, the angling of the tracks at opening was felt that
no further design work was necessary. Item 2, the Christmas tree location was
going to be reflected in a Plaza sketch to be prepared by Westwood but detail
of that base would be developed by R.L.K. Associates. The location and
conceptual design of the monuments for a sign package for donors in the
Clocktower area (item 3) was going to be prepared by Westwood. The base
paving design for the old kiosk location (item 4) was going to be a joint
effort of Westwood and R.L.K. Associates. The planting plan (item 5) was
going to be an effort led by Westwood. A summary graphic of the Plaza which
highlighted the locations of these design issues was prepared by Westwood and
is attached as an illustration of the present status of the Plaza.
