CR 91-201 Mainstreet Parkingr � 0 September 10 1991 \ t Y O G A' y CO O P K , MAINSTREET PARKING Council Report: 91 -201 Proposed Action Staff recommends the City Council adopt the following motion: "Approve resolution No. 91 -116 establishing parking time limits on Mainstreet between Washington and 11th Avenue." This action generally follows the Business Councils recommendation for the additional spaces created on Mainstreet between Washington and 11th Avenues due to the Mainstreet Improvement Project. ov rview There will be approximately 110 additional parking spaces on Mainstreet created by the Mainstreet Improvement Project. The City Council wished to see recommendations concerning time limits on these spaces from the Business Council and the Parking Committee. The Parking Committee has not been able to meet since May so staff is forwarding this recommendation directly to the City Council. Staff is recommending time limits be designated for the spaces between Washington and Shady Oak Road but is only recommending the city implement the restrictions at this time between Washington and 11th Avenue. Steinman Community Development Specialist Mainstreet Parking Page 2 Analysis Based on the above information, the City Council has the following issues to consider: o What is the Business Councils recommendation? The Business Council has recommended the following time limits be established on Mainstreet: 1. One hour time limit between Washington and 11th Avenue. 24 hours per day. 2. Two hour time limit between 11th Avenue and Shady Oak Road. 24 hours per.day. o What is the Staff recommendation? Staff recommends the spaces between Washington and 11th Avenue be made one hour time zones and that these limits be enforced only between the hours. of 6:00 a.m. and 6:00 p.m.. , Staff recommends enforcing "no parking" in these spaces between the hours of 2:00 a.m. and 6:00 a.m. It is recommended that the spaces between 11th and Shady Oak Road be made two hour time zones and enforced the same way as those between Washington and lith. This differs from the Business Councils recommendation in that they wanted to see the parking limits enforced 24 hours per day. The reasons for staffs recommendation pertain to snow plowing needs in the early morning hours. In addition, staff feels these spaces should be available in the evening hours for patrons of the restaurants, future movie theater, etc. As previously stated, the spaces created between 11th and Shady Oak Road will be formally designated toward the completion of Phase II of the Improvement Project. o What is the basis for the time limits as recommended by staff? Staff and the Business Council agree that the spaces will be primarily used by one stop shoppers between Washington and 11th Avenues, making the 60 minute time limit in.this area adequate. A closer examination of this change once implemented may be necessary in order to see how effectively these spaces are being utilized with regard to the entire system. Parking in excess of this 60 minute limit can be met by other public or private parking at the rear of buildings. The proposed two hour. time limit between 11th and Shady Oak should be sufficient to meet or exceed consumers needs for shopping in this area. o Should ther b uniformity for all spaces on Mainstre t to avoid confusion? W_ t Mainstreet Parking Page 3 Making the core.area long Mainstreet a one hour time zone and the remaining area along Mainstreet a two hour zone is relatively simple. This recommended change will actually be less confusing than the time limits which were present previous to the onset of the Improvement Project. o What are the existing parking limits on Mainstreet? Parking limits presently range from 30 minutes in the 5th Avenue•to 10th Avenue area, to between 60'and 120 minutes from 11th Avenue to Shady Oak Road. Alt rnatives Based on the above information, the City Council has the following alternatives: 1. Adopt the resolution to establish time limits on Mainstreet as per staff recommendation.. 2. Leave time limits for Mainstreet parking as they were previous to the Improvement Project. 30 minute parking between 5th and 10th, and the spaces between 11th and Shady Oak would range from 60 to 120 minutes based upon what is currently present. 3. City of Hopkins Hennepin County, Minnesota RESOLUTION NO: 91 -116 RESOLUTION ESTABLISHING PARKING RESTRICTIONS ON MAINSTREET FROM WASHINGTON AVENUE N TO SHADY OAK ROAD WHEREAS, the City of Hopkins is presently upgrading Mainstreet from 5th Avenue N. to Shady Oak Road to improve pedestrian and traffic movement, and available on- street parking; and WHEREAS, the Business Council has reviewed these on- street parking improvements and is recommending the City establish the parking restrictions mentioned below to further improve parking conditions; and WHEREAS, City staff has reviewed these restrictions and concurs with the Hopkins Business Council that these restrictions would improve parking conditions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins that all existing parking restrictions on Mainstreet from Washington Avenue N. to Shady Oak Road be hereby rescinded. BE IT FURTHER RESOLVED. that the following restrictions be hereby established on Mainstreet at the locations indicated below. From To Parking Restrictions Washington Avenue N 11th Avenue N. one hour parking, 6:00 a.m. -6:00 p.m. No parking, 2:00 a.m. -6:00 a.m. 11th Avenue N.
