INSPECTION AGREEMENT WITH WAYZATA
Proposed Action.
Staff recommends the following motion: Move to approv
continuation of the agreement between the City of Wayzata and
Hopkins to provide temporary inspection services to Wayzata
until Jan. 31, 1992.
Approval of this motion will allow the City staff to continue
to provide temporary .inspection services to Wayzata.
overview.
The City of Wayzata recently lost their Building-Official and
contacted the Hopkins Inspection Department about providing
temporary inspection services.
On August 5th the Hopkins City Council approved an agreement
with Wayzata to provide temporary inspection service until
approximately October 1st. The Inspection Department has been
providing the service to Wayzata with little or no loss in
service to Hopkins residents.
The City of Wayzata has requested the Inspection Department
explore the possibility of a longer term arrangement of
providing inspection services to them. We are looking into
the mutual advantages and disadvantages this might present as
we proceed through the budget process.
The Hopkins Inspection Department needs more time to explore
the possibilities and feels comfortable that it can handle
the additional work load for an additional three months.
Primary Issues to consider
o Do the fees collected cover the associated-costs?
o Will the service to Hopkins residents suffer?
• What liability will the City incur?
• What does the staff recommend?

Primary Issues to Consider.
o Do the fees collected cover the associated costs?
The fees in the agreement are $40.00 /HR for all inspection
time. This clock begins when the inspector leaves the
Hopkins City limits. The $40.00 /HR was based on the hourly
rate of the highest paid employee expected to be involved
plus an additional 40% for fringe benefits plus an
additional 10% for mileage costs. The agreement allows the
inspector to charge 50% of the building permit fees for plan
checks when a plan is required. Wayzata is also required to
group inspections and to attempt scheduling them 1st thing
in the morning and last thing in the evening. This was put
in the agreement to reduce the driving time since three of
the Hopkins inspectors live beyond Wayzata. This fee
structure is working satisfactorily and we have generated
approximately $4,500 in revenues over the last month.
o Will the service to Hopkins residents suffer?
The inspections department has issued slightly more permits
than last year but have not had the one or two large
projects that we customarily do by this time of Year. There
are a couple of these larger projects on the drawing boards
but none scheduled.,to start this year. We have been able to
provide the inspections service to Wayzata for the last two
months with little or no drop in service to the Hopkins
residents. With the fall slow down about to start we are
confident we can continue to do the inspections for an
additional three Months. The agreement can be terminated by
us with 30 ,days notice if need be.
o What liability will the city incur?
The City of Wayzata in the contract holds harmless and
indemnifies the City, its employees and Council against all
losses, claims, damages or expenses incurred including- legal
fees arising as a result of this agreement. The City of
Hopkins must maintain workers compensation on all of the
employees assigned to inspections in Wayzata.
o what does the staff recommend?
The staff recommends the Council authorize the staff to
continue the agreement with Wayzata. There appears to be
adequate staff to perform inspection services on a temporary
basis without affecting service to the Hopkins residents..
The funds generated will assist the department in reaching
its annual budget revenues.
