2100 Mainstreet
Proposed Action.
Staff recommends adoption of the following motion: Move
that Council adopt Resolution 91 -120 Resolution for Award
of Bid, 2100 Mainstreet.
Overview.
Bids were opened on September 24, 1991, for the nuisance
abatement project at 2100 Mainstreet. Six bids were
received and are tabulated below. The low bidder is Kevitt
Excavating, Inc. Before bids were opened, City staff
announced that item 2 in the bid proposal would be stricken
from consideration as part of the bidding process. This
item concerns the location and capping of an existing well
.on the construction site. The Minnesota Department of
Health has provided staff with conflicting interpretations
of well capping. In addition, the issue of eliminating a
well on private property needs to be settled.
The bid tabulation reflects the total bid and an adjusted
total once item 2 has been omitted.

Analysis.
o Should the award be made to Kevitt Excavating, Inc.?
Staff has checked the bids and reviewed the qualifications
of Kevitt Excavating. References furnished by the
contractor attest to the firm's qualifications and that it
has the equipment and manpower to complete the project.
Staff recommends award of the bid to Kevitt Excavating.
o Is the bid reasonable?
The low bid is 20 percent less than.the engineer's estimate.
The only bid item appearing unbalanced is that for granular
borrow backf ill. Kevitt's bid is generally $2 per cubic
yard less than the other bidders.
o How will the issue of well capping be resolved?
Staff will clarify with the Department of Health the
interpretation of well capping versus abandonment. Staff
will -also get legal opinion concerning a municipality's
action.rendering a private well inoperable. Once questions
are set aside, staff can approach the well issue as a change
order item with the contractor on site.
o When can construction begin?
Assuming the contractor can arrange to have his bonding and
insurance in place soon after the bid award, staff estimates
construction could begin by October 14.

RESOLUTION FOR AWARD OF BID
2100 MAINSTREET
BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA, that the bid of Kevitt Excavating Inc. in the
amount of $30,710.55 is the lowest responsible bid for the
construction of site filling at 2100 Mainstreet, City
Project 91 -09, and the Mayor and City Manager are hereby
authorized and directed to enter into a contract with said
bidder for and on behalf of the City.
