Staff recommends approval of the following motion: Move that Council adopt Resolution 91 -128, Resolution approving Petition for Fire Protection System at Hopkins Professional Building, 29 9th Avenue North, Hopkins, Minnesota, and Ordering Improvements. Adoption of this resolution will provide funding for a fire protection sprinkler system for the Hopkins Professional Building. overview. The owners of the Hopkins Professional Building have presented a petition for.funding a fire protection system that will bring the building into compliance with the City of Hopkins and State of Minnesota fire codes as ordered. The Fire Marshal has reviewed and approved the plans, specifications and cost estimates attached to the petition. The petitioner has received bids for a project that calls for installation of a six -inch water line from the street main to the inside building wall and installation of a wet pipe sprinkler system for the basement. The bids total $13,440 and are presented to the Council for approval. The petitioner will be installing the system and wishes to have the cost assessed after completion and acceptance. Section 429 of the State Code allows installation of devices, and equipment related to f ire safety to be installed and assessed to the benef itted properties. The amount to be assessed would be the total cost of the project plus administrative costs of five percent of the project or $100, whichever is greater. Present City policy is to charge eight percent interest and spread the assessment over ten years. Primary Issues to Consider. o Should the City finance the installation? The proposal meets all policy criteria and staff recommends approval. o Are adequate funds available? DLD /dkz • V CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 91 -128 RESOLUTION APPROVING PETITION FOR AND ORDERING IMPROVEMENTS WHEREAS, the owners of the Hopkins Professional Building, located at 29 9th Avenue N., Hopkins, Minnesota, have petitioned for an improvement consisting of the installation of a fire protection system pursuant to Minnesota Statute No. 429.031, Subd. 3; and WHEREAS, The petition and accompanying documents thereto complies with the requirements of the aforementioned statute. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE . CITY OF HOPKINS: 1. Such improvement is hereby ordered as proposed and requested in the petition. 2. That the Engineering Superintendent and Fire Marshal be directed to review and approve the plans and specifications accompanying the petition for the construction and installation of the fire protection system. 3.
