Resolution Declaring Fire Ladder Truck as Surplus and Authorizing its Sale; Bishop CITY OF HOPKINS City Council Report 2026-019 To: Honorable Chair and Board Members Mike Mornson, City Manager From: Nick Bishop, Finance Director Mike Wenshau, Fire Chief Date: February 17, 2026 Subject: Declare Fire Ladder Truck as Surplus and Authorize Its Sale _____________________________________________________________________ RECOMMENDED ACTION MOTION TO approve Resolution 2026-009 Declaring Fire Ladder Truck as Surplus and Authorizing its Sale OVERVIEW On October 21, 2025 City Council approved the Staffing for Adequate Fire and Emergency Response (Safer Grant) supporting the Fire Department’s transition to a full- staffing model. After implementing this staffing model the City will no longer need Ladder #9 (a 2008 Pierce Arrow XT Aerial Ladder Truck). Staff proposes to sell Ladder #9 through a public auction and will use a reserve or minimum bid. Proceeds from the sale will be used to: 1. Purchase a smaller rescue apparatus to serve as a cost-effective secondary response 2. To limit the tax levy impacts of the Safer Grant and full-time staffing model New fire trucks are currently in demand and any new orders have multiple year wait times. Staff believe market conditions are favorable for a public auction. SUPPORTING INFORMATION • Resolution #2026-009 Finance Department Fire Department CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2026-009 DECLARE FIRE LADDER TRUCK AS SURPLUS AND AUTHORIZING ITS SALE WHEREAS, The City Council of the City of Hopkins, Minnesota has been advised by staff that Ladder #9 (a 2008 Pierce Arrow XT Aerial Ladder Truck) is no longer needed for current or future municipal operations; NOW THEREFORE BE IT RESOLVED, 1. The council declares Ladder #9 as surplus. 2. The council authorizes disposal of said property through public auction. 3. Proceeds of the sale will be reserved for: a. The purchase of a smaller rescue apparatus to serve as a cost-effective secondary response b. To limit the tax levy impacts of the City’s Staffing for Adequate Fire and Emergency Response (SAFER) Grant and full-time staffing model in the Fire Department. 4. Pursuant to Minn. Stat. § 15.054, the property will not be sold to a city officer or employee. 5. The sale shall be final and the property is to be sold in “as-is” condition.
