CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Monday, February 2, 2026, at 6:32 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Hunke and
Kuznia attending. Council Member Goodlund was absent. Others attending included City
Manager Mornson, City Clerk Domeier, Program Specialist Baker, Finance Director
Bishop, and Director of Planning and Development Elverum, Police Chief Johnson and
City Planner Krzos.
ADOPT AGENDA
Mayor Hanlon announced the addition of a second New Business item for the Emergency
Rental Assistance – ICA item.
Motion by Garrido. Second by Kuznia.
Motion to Adopt the Agenda with the Addition of New Business item Emergency
Rental Assistance -ICA item.

III.1. Proclamation Celebrating Black History Month; Baker
Program Specialist Baker summarized City Council Report 2026-013.
Motion by Hunke. Second by Garrido.
Motion to Adopt a Proclamation celebrating February as Black History Month in
Hopkins.

NEW BUSINESS
VII.1. First Reading: Ordinance Amending the Hopkins Development Code Allowing
Large Day Cares as a Permitted Use in the IX-S Zone: Krzos
City Planner Krzos summarized City Council Report 2026-012. Creek Valley Properties
LLC requested Development Code Text amendment to allow, as a permitted use, large
day cares in the IX-S, Employment Mix Suburban Center zone.
Motion by Garrido. Second by Hunke.
Motion to Adopt a Resolution 2026-005 approving a first reading of Ordinance
2026-1233 Amending the Development Code to Allow, as a Permitted Use, Large
Day Cares in the IX-S Zone.

VII.2. Emergency Rental Assistance – ICA; Elverum
Director of Planning and Development Elverum summarized City Council Report 2026-
015. Hopkins began receiving LAHA funds from the State of Minnesota in 2025 and has
received $641,916 in LAHA funds to date. While we are in the process of hiring a
consultant to advise on the most impactful use of LAHA and Housing Trust Fund dollars,
the need for housing assistance is at a critical stage and cannot wait for the study to be
completed. Staff recommends an allocation of $50,000 to serve Hopkins’ families for up
to 3 months per eligible household. With this action, it is estimated that between 10 and
30 Hopkins’ households will be assisted.
Motion by Hunke. Second by Kuznia.
Motion to approve $50,000 in Local Affordable Housing Aid (LAHA) for emergency
rental assistance and support for Intercongregation Communities Association
(ICA) and authorize staff to enter into an agreement for services .

Rachel MD Carlyle, Meadowcreek Condominiums, Hopkins, provided public comment on
City leadership and ICE operations in Hopkins.
Brianna Tucker, Ovation Apartments, Hopkins, provided public comment on City
leadership and ICE operations in Hopkins.

leadership and ICE operations in Hopkins.
Emma, 230 Althea Lane, Hopkins, provided public comment on City leadership and ICE
operations in Hopkins.
ANNOUNCEMENTS
Mayor Hanlon shared information on the collaboration of neighboring cities related to ICE
activities in Minnesota along with the City Council meeting schedule. Council Member
Garrido shared a statement on ICE operations in Minnesota.
ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Kuznia, second by Hunke, the meeting was unanimously adjourned at 7:15 p.m.
