CR 06-047 Municipal State Aid Street Designations CiTY OF 'm HOPKINS April 13, 2006 Council Report 2006-047 Municipal State Aid Street Designations Proposed Action. Staff recommends adoption of the following motion: Move that Council adopt Resolutions 2006-026 and 2006-027. resolutions revisina the Citv's municipal state aid (MSA) street desianations. Overview. The city is allowed to designate up to 20% of its improved streets as MSA streets, Accordingly, we're allowed to designate a maximum of 9.55 miles. We currently have 9.31 miles designated. These proposed changes would increase our mileage to 9.50 miles. Staff wants to keep our MSA street network set up such that we meet all the rules and also maximize the amount of our annual allotment from the State. When the city vacated 6th Avenue South as a part of the SuperValu Perishable Warehouse expansion project we lost .29 miles from the system. We have now received informal approval from the State Aid Office to designate this segment of Washington Avenue as an MSA street. City Council resolutions are necessary to revise the MSA street system as follows: . Revoke MSA street desi~nation on vacated 6th Avenue South from 3rd Street South to 5th Street South and 5 Avenue south from Excelsior Boulevard to 3rd Street S . Add MSA street designation to Mainstreet and Washington Avenue from 5th Avenue to Minnetonka Mills Road Primary Issues to Consider. . A MSA street is one in which the city is eligible to spend state gas tax funds to repair or reconstruct the road, A city is authorized to designate 20% of its total street mileage as MSA streets, This change is being proposed in order to replace a segment of 6th Avenue South lost due to the SuperValu campus redevelopment, meet State Aid rules for street designation and to maximize the city's annual apportionment of state gas tax revenue. There is no proposed changed use of Washington Avenue. Designating this - street as a MSA street does not mean higher traffic volumes. The city is not anticipating a street improvement project, other than possibly a mill and overlay project, on Washington Avenue within the next five years. City staff intends to request approval of this MSA street designation at the City Council Meeting on Tuesday, April 18. There are certain stipulations that go along with designating a street as an MSA street. They are: . Street must remain open to trucks . Certain design criteria apply to street reconstruction, i.e., urban streets must have concrete curb and gutter, be a minimum 32' wide (with parking on one side) or 38' wide (with parking on both sides). This road is currently 35' wide. There is a variance procedure where it is possible to deviate from the MSA standards. . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2006-026 RESOLUTION REVOKING MUNICIPAL STATE AID STREETS WHEREAS, it appears to the City Council ofthe City of Hopkins, Minnesota that the roads hereinafter described should be revoked as Municipal State Aid Streets under the provisions of Minnesota laws; NOW, THERE FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS MINNESOTA that the roads described as follows: Sixth A venue South from 3 rd Street South to 5th Street South, now numbered and known as Municipal State Aid Street 345, segment 050; and 5th Avenue South from County State Aid Highway No, 3 to 3rd Street South, now numbered and know as Municipal State Aid Street 345, segment 040, be and here by are, revoked as a Municipal State Aid Street of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for her consideration. Maxwell, Mayor ATTEST: Terry Obermaier, City Clerk CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2006-027 RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS WHEREAS, it appears to the City Council of the City of Hopkins, Minnesota that the streets hereinafter described should be designated as Municipal State Aid Streets under the provisions of Minnesota laws; NOW, THERE FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS MINNESOTA that the streets described as follows: Mainstreet from 5th Avenue to a distance 0.12 miles east of 5th Avenue, and; Washington Avenue from a distance 0,12 miles east of 5th Avenue to Minnetonka Mills Road, be and hereby are, established, located, and designated a Municipal State Aid Street of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for her consideration, and that upon her approval of the designation of said streets or portion thereof, that same be constructed, improved and maintained as a Municipal State Aid Street of the City of Hopkins, Minnesota to be numbered and know as Municipal State Aid Street No. 34 I.
