ENVIRONMENTAL CLEAN-UP GRANT APPLICATIONS - MARKETPLACE & MAIN
Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution 2006-
028 authorizina the submittal of environmental cleanup arant applications to Minnesota
Department of Emplovment and Economic Development. Metropolitan Council and
Hennepin Countv in coniunction with the proposed Marketplace & Main redevelopment
proiect.
Overview
As part of the proposed redevelopment of the former Hopkins Honda Body Shop and
used-car sales lot by The Cornerstone Group, the City has been asked to support and
submit grant applications for environmental remediation to DEED, Met Council and
Hennepin County. Soil contamination exists on the property and must be addressed
before any development can occur. Grant funds from these programs would be used
for soil remediation and associated clean-up costs.
Applicants for the respective grant funds must be municipalities or other such agencies.
Therefore, the City of Hopkins would act as the official sponsor and applicant for these
programs. All costs associated with the development of the applications will be paid by
The Cornerstone Group including any local match required. As of the time of this
report, the total amount of the three grant requests has not been determined.

RESOLUTION NO. 2006-028
RESOLUTION AUTHORIZING APPLICATION TO THE METROPOLITAN LIVABLE
COMMUNITIES TAX BASE REVITALIZATION ACCOUNT, DEED CONTAMINATION
CLEANUP AND HENNEPIN COUNTY ENVIRONMENTAL RESPONSE FUND PROGRAMS
WHEREAS, the City has identified a clean-up project within the City located at 601 and 711
Mainstreet for redevelopment by The Cornerstone Group that meets the purposes and
criteria of these programs; and
WHEREAS, the City of Hopkins is a participant in the Livable Communities Act's Housing
Incentive Program for 2006 as determined by the Metropolitan Council, and is therefore
eligible to make application for funds under the Tax Base Revitalization Account; and
WHEREAS, that the City of Hopkins has the legal authority to apply for financial assistance,
and the institutional, managerial, and financial capability to ensure adequate project
administration, and
WHEREAS, that the sources and amounts of local match identified in the applications are
committed to the project, and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as
stated in the contract agreements; and
WHEREAS, the City of Hopkins has not violated any federal, state, or local laws pertaining to
fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt
practice.
THEREFORE, BE IT RESOLVED, that the City of Hopkins supports the environmental
financial grant applications to the Department of Employment and Economic Development,
Metropolitan Council, and Hennepin County Department of Environmental Services and
agrees to act as legal sponsor for the project contained in the applications submitted on May
1, 2006.
BE IT FURTHER RESOLVED that upon approval of its applications, the City of Hopkins may
enter into an agreement with the State of Minnesota, Metropolitan Council and Hennepin
County for the above referenced project.
