CR 91-247 Knollwood Street ReconstructionNovember 19, 1991 Y KNOLLWOOD STREET RECONSTRUCTION: ACCEPT FEASIBILITY REPORT ORDER PUBLIC HEARING Proposed Action. Staff recommends the following motion: "Move that Council accept the feasibility report as ordered on August 6, 1991 and that Resolution No: 91 -136, Resolution Ordering a Public Hearing on December 3, 1991 be adopted ". Overview. The City Council at its regular August 6, 1991 meeting ordered that a feasibility report concerning Knollwood street improvements be prepared. In the interim, a public information meeting has been held with the Knollwood Association and issues such as aesthetics, street widths, utility repair, saving of trees, construction schedule, and edge protection were discussed. The Council is at a point where it must decide on accepting the feasibility report and ordering a public hearing. Primary Issues to Consider o What are current conditions of the roadways and utilities? o Should the Council accept the feasibility report? o Should the Council order a public hearing? The streets were constructed approximately thirty years ago without curb and gutter and over poor base materials. This type of construction without edge protection has allowed surface water to infiltrate into the base, weakening the base and causing failure of the bituminous surface. Portions of the existing storm sewer can be utilized while other are woefully inadequate or in complete disrepair. The existing sanitary . sewer system is approximately forty years old. Based on the televised inspection conducted in December 1989 there appear to be numerous problems with the system: cracked and offset joints, sagged and cracked pipes, roots in joints and mineral deposits in the pipes. The water main is of the same vintage as the sanitary sewer. The pipe is quite probably cast iron with leaded joints. At a minimum the system should be expanded to provide for complete loops. o Should the Council accept the feasibility report? Staff finds the report to be complete and recommends its acceptance. (See feasibility report for discussion of issues). Should the Council order a public hearing? The City is currently spending a disproportionate amount on road repairs when compared to other cites. The streets in Knollwood are at a point of diminishing returns in terms of patching and overlay applications, and staff recommends ordering a public hearing to expedite a spring 1992 improvement project. Staff recommends a hearing date of December 3, 1991. ATTEST: James A. Genellie, City Clerk CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 91 -136 WHEREAS, the engineering superintendent for the City of Hopkins has been authorized and directed to prepare a report with reference to the improvement of Cottage Downs, Park Terrace, Bridle Lane, Valley Way, Wilshire Walk, Edgemoor Drive, and Alleyway off Cottage Downs, by construction of streets and storm sewer and inspection and repair of sewer, water, gas, and electrical utilities, and WHEREAS, the engineering firm of RLK Associates Ltd. has prepared the aforesaid report for the improvement herein described: NOW, THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Minnesota: 1. The Council will consider the aforesaid improvement in accordance with the report and the assessment of abutting and non - abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement of S900,000.00. 2. A public hearing will be held in the council chambers of the city hall at 1010 1st Street S. on Tuesday, the third day of December, 1991, at 7:30 p.m. to consider said improvement. The city clerk shall give mailed and published notice of said hearing and improvement as required by law. Staff recommends adoption of the following motion: "Move that Council adopt Resolution 91 -125, Resolution for Award of Bid, Elmo Park Water Filtration Plant Re- roofing ". Overview. Bids were opened on November 4, 1991 for the re- roofing of the Elmo Park Water Filtration Plant. Six bids were received and are tabulated below. The low bidder was B & B Sheet Metal & Roofing Inc. Their review of the contractors qualifications meets their criteria, and they are therefore recommending that the city award the contract to the low bidder, B & B Sheet Metal & Roofing Inc. Primary Issues to Consider. o Should award be made to B & B Sheet Metal & Roofing Inc.? B & B Sheet Metal & Roofing Inc. is a qualified bidder with the necessary equipment and personnel to complete the project. o Is the bid reasonable? It is staff's opinion that the bid is competitive, and award of contract should be made. o When can construction begin? Construction can begin as soon as all necessary paper work has been completed. Genellie, City Clerk CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 91 -125 RESOLUTION FOR BID AWARD ELMO PARK WATER FILTRATION PLANT RE- ROOFING WHEREAS, bids were received for the Elmo Park Water Filtration Plant Re- Roofing on November 4, 1991, and WHEREAS, six bids were recieved and the bid of B & B Sheet Metal & Roofing Inc., in the amount of $38,610, is the lowest responsible bid for the re- roofing of the Elmo Park Water Filtration Plant, Project No. 91 -11, NOW THEREFORE BE IT RESOLVED, by the City. Council of the City of Hopkins, Minnesota, that the Mayor and City Clerk are hereby authorized and directed to enter into a contract with B & B Sheet Metal & Roofing Inc. for and on behalf of the city.
