HOLIDAY PARKING REGULATIONS
Proposed Action.
Staff recommends the adoption of the following motion: All
parking time limits in the downtown be suspended from
enforcement beginning December 14 and ending December 31,
and that this action be handled administratively from this
year forward.
This motion will allow staff to undertake this action in the
future without the adoption of a formal motion by the
Parking Committee or the City Council.
Overview.
It has been the past policy of the Parking Committee and the
City Council to each year suspend enforcement of the parking
time limits during the holiday season.
This year the same policy is being recommended for adoption.
Staff is also recommending it be able to administer this
policy without making formal request to the Parking
Committee and City Council unless otherwise directed to do
SO
Staff will provide information on this item in the form of
an update or memo to the City Council each year.

o What parking regulations will be enforced during this
period?

Analysis
Based on the above information the Parking Committee has the
following issues to consider:
o Why is enforcement suspended?
This policy is used for a variety of reasons:
1. It helps promote downtown.
2. It attempts to bolster retail sales.
3. It has traditionally been done each year.
4. It is a sign of goodwill to both customers and
employees.
o What parking regulations WILL be enforced during this
period?
During this two week period all parking regulations
excluding the parking time limits will be enforced. These
regulations which are enforced include, but are not limited
to the following:
- license plate registration
Handicap parking
- All "No Parking" restrictions
- Fire Lane violation
Alternatives.
Based on the above information, the
following alternatives:
1. Adopt the recommended motion.
2. Continue to enforce parking time limits
the holiday season.
