CR 91-251 Hennepin County Recycling Grantf November 19, 1991 Cr- ADOPTION OF RESOLUTION 91 -138 AUTHORIZING THE SUBMITTAL OF THE 1992 HENNEPIN COUNTY RECYCLING GRANT APPLICATION Proposed Action. Staff recommends adoption of the following motion: "Move to adopt Resolution No. 91 -138 authorizing the submittal of the 1992 Hennepin County Recycling Grant Application." Overview. The City of Hopkins began a source- separated curbside recycling program on February 1, 1989 in response to County and Metropolitan Council mandates. In order to aid cities in funding their recycling programs, Hennepin County developed a Funding Assistance Policy for Source- Separated Recyclables. This policy requires that each municipality, applying for funding assistance, adopt a resolution each year approving the submittal of the grant application. A copy of the resolution must be submitted to the County before they will process the application. This same procedure was followed in 1991 with Council Report No. 91- 38, which re- affirmed the city's commitment to recycling. They are again requiring this process be followed in 1992 as part of the Funding Assistance Policy for Source- Separated Recyclables. This policy has essentially: remained the same over the last four years. The resolution proposed was adapted from a sample developed by Hennepin County. Primary Issues to Consider o Is adoption of this Resolution . in the best interest of the City of Hopkins? The City of Hopkins' recycling program successfully achieved the abatement goals required to receive 80% funding from Hennepin County in 1989 and 1990. Final 1991 results are not available at this time however, there is a good chance that we will successfully meet the abatement goal again this year. Funding received in 1989 was $97,583.00 and $68,236.00 for 1990. The 1991 estimated funding amount, if the 16% abatement level required for 80% funding is achieved, is $90,994.00 and projected costs for 1992 are $94,128.00. The County is requiring this resolution as a part of the grant application process.
