REGULAR MEETING PROCEEDINGS
FEBRUARY 23, 2026
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Hopkins Park Board
was held on Monday, February 23, 2026 at 6:30 p.m. in the Council Chambers at City
Hall, 1010 1st Street South.
Chair Hanneman called the meeting to order with members Boor, Flynn, Shadis,
Wilkus, Woodfill, and Youth Member Rodriguez attending. Others in attendance
included Public Works Director Pavek, Program Specialist Baker, and Administrative
Assistant Miller.
ADOPT AGENDA
Motion by Shadis Second by Woodfill
Motion to Adopt the Agenda.
Ayes: All.
Nays: None. Motion carried.
COMMUNITY COMMENT
CONSENT AGENDA
Motion by Woodfill Second by Flynn
Motion to Approve the Consent Agenda.
1. Minutes of the December 15, 2025 Park Board Meeting
Ayes: All.
Nays: None. Motion carried.
GENERAL PARK UPDATE
V.1. 2026 Park Update; Pavek
Public Works Director Pavek provided a brief update on the Central Park project and
the bid information and the upcoming sport court upgrades at Burnes Park for tennis
and Valley Park for basketball and volleyball.
GENERAL BUSINESS
VI.1. Review Bylaws and Election of Officers; Baker
Baker asked all members to review the bylaws. This was the annual meeting to elect
new officers and the chair and co-chair positions were up for election. Lizzie Boor
volunteered to be chair.
Motion by Hanneman Second by Flynn
Motion to make Lizzie Boor the new chair.
Ayes: All.

Wilkus offered to be co-chair.

Motion to make Annette Wilkus the new co-chair.

VI.2. Adopt Working Groups for 2026; Baker
The park board decided what members would be in charge of working with other
groups on projects. Lizzie Boor volunteered to work on events and the HALL group and
habitat group were discussed as well.
PARK AREA ASSIGNMENT REPORTS
VII.1. Discussion, Interlachen and Hilltop; Baker
There was a general discussion about the two parks, noting that in 2032 Interlachen is
on the list for a new playground. Director Pavek noted that playground inspections are
every three months, checking the buildings and bathrooms as well. Hilltop Park was
also discussed and it has a lot of green space and it is not utilized as much. There is a
rink in the winter, however it seems the parking lot is used more by the surrounding
apartments than park users. Member Boor also gave a brief Shady Oak Lake update.
Member Boor and member Wilkus will be meeting about Valley Park.
ANNOUNCEMENTS
Tree sale is now open. Next council meeting for the bid will be March 16.
ADJOURNMENT
There being no further business to come before the Park Board, and upon a motion
by Woodfill, second by Flynn, the meeting was unanimously adjourned 7PM.
