MARCH 23, 2026
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Park Board
was held on Monday, March 23, 2026 at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Chair Hanneman called the meeting to order with members Boor, Flynn, Shadis,
Wilkus, Woodfill, Lyksett and Youth Member Rodriguez attending. Others in attendance
included Park Supervisor Brummer, and Administrative Assistant Miller.
ADOPT AGENDA
Motion by Wilkus Second by Flynn
Motion to Adopt the Agenda.
Ayes: All.
Nays: None. Motion carried.
COMMUNITY COMMENT
CONSENT AGENDA
Motion by Lyksett Second by Woodfill
Motion to Approve the Consent Agenda.
1. Amended minutes of the February 23, 2026 Park Board Meeting
Ayes: All.
Nays: None. Motion carried.
GENERAL PARK UPDATE
V.1. 2026 Central Park Update; Brummer
Parks supervisor Brummer provided a brief update on the Central Park project now
that it has been approved to move forward, including impact to the Pavilion. The park
board also discussed concerns about new plans for a perceived river going through
the park, needing to update the city website and Raspberry Festival questions for
residents.
GENERAL BUSINESS
VI.1. Garden Plot Registration ends April 1; Brummer
Brummer gave an update to the board on the garden plot registration and the garden
plot kick off on May 9. The board discussed how they tabled at the event last year and
how they will again this year. Member Lyskett said that he would be there to table.
PARK AREA ASSIGNMENT REPORTS
VII.1. Discussion, Valley and Cottageville; Brummer
There was a general discussion about the two parks and members gave updates on

what they saw when they visited each site. There was a general consensus that Valley
Park use is high and the park offers a good variety of activities. There was some trash
due to snow melt, including bottles and a few other random items. It was noted by
Brummer that the volleyball courts will be expanding at Valley Park. Members Wilkus
and Boor will be meeting with Nine Mile Cove about restoration work at Valley Park.
Cottageville Park was also discussed and multiple members noted the difficult parking
at the park with only a few spots on a busy apartment street. They also noted there is a
clear age range for the playground equipment and a great picnic shelter area.
ANNOUNCEMENTS
Member Boor announced that plantings at Shady Oak pond will happen in May after
receiving a grant to plant native plants in the area.
ADJOURNMENT
There being no further business to come before the Park Board, and upon a motion
by Lyksett, second by Woodfill, the meeting was unanimously adjourned 7PM.
